Meeting Minutes for August 1st, 5th, 15th, and 29th in 2013.

August 1, 2013

The Jetmore City Council met in regular session on August 1, 2013.  Mayor Bill Goebel called the meeting to order.  Councilmen present were Michael Hendrickson, Derek Olson, Randy Washburn, Larry Steinbring, and Mike Thornburg.  Also attending were City Administrator Grayson Path, City Attorney Craig Crosswhite and City Clerk Deb McKivergan.

Councilman Olson made a motion to approve the minutes of the July 18 meeting as presented.  Councilman Thornburg seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to pay the claims for July, Ordinance #2013-10.  Councilman Washburn seconded the motion; vote unanimous.

ECONOMIC DEVELOPMENT REPORT:  Economic Development director Lea Ann Seiler presented a written report in her absence.  The Collaboration on the Plains was well attended and well received.  Ms. Seiler will move forward with the Kansas Humanities Grant application for an oral history project about “Our Home Town Team”.  This would result in a museum display and put us in the running to host the 2015 Smithsonian Travelling Display.  There is a team to assist with the Moderate Income Housing Grant application.  It looks to be a duplex made from recycled shipping containers that is LEED Certified and energy efficient.  She is working with others to put together the best possible application.  Everything has been submitted to the state for the 2014 Kansas Travel Guide with the same locations listed again this year.  The paintball trailers are being returned to HorseThief this weekend and Lea Ann is working on late fall activities to bring people to town.  The new website is coming along great and will be up and running soon.

CITY ADMINISTRATOR REPORT:   City Administrator Grayson Path reported that he is working with Kevin Cowen on the upcoming GI project.  He presented the minimum specs for the website for council review; he is seeking bids to create the webpage.  Mr. Path is working on a time to meet with Councilman Washburn to go through the options for smart meters.  He is working on a job description to advertise for a new employee.  He asked the council’s advice for using the radio ad time that we have.  Mr. Path presented the Airport liability quote from Old Republic Insurance Company in the amount of $1400.  We will revisit the policy on August 15th.  Mr. Path will meet with Midwest Energy in Hays on August 2nd; and with KMEA on the 21st and asked any council members who were available to attend with him.  He also reminded the council of the budget hearing on August 5th.

CITY ATTORNEY REPORT:  City Attorney Craig Crosswhite reported that on June 12th he took the code book to Topeka and met with Michael Koss at the LKM to go over the suggested changes.  He will receive a second draft copy soon.  He prepared the utility rate increase ordinances.  He continues to collect on past due accounts and will look into the state set off program.  He is working on a Mutual Aid Agreement between the City of Jetmore and the City of Hanston and a lease agreement for the properties at the Jetmore Industrial Park.

CITY CLERK REPORT:  Deb presented the Blue Cross Blue Shield health insurance renewal.  Councilman Olson made a motion to renew the policy for the next year.  Councilman Hendrickson seconded the motion; vote unanimous.  Librarian Jacque Sherrill requested the appointment of Ms. Janice Scothorn to the library board, to fill the unexpired first term of Shirley Coffman through May 2014 and the appointment of Mrs. Amber Waterhouse to fill the unexpired first term of Tera Carr through May 2015.  Ms. Sherrill will be asked to attend the next council meeting and explain the procedure for board appointments along with the Southwest Kansas Library Association policy.  Ordinances for utility rate increases were presented.  Councilman Thornburg made a motion to approve Ordinance #621, an ordinance establishing sewer rates for utility customers of the City of Jetmore.  Councilman Steinbring seconded the motion; vote unanimous.  Councilman Steinbring made a motion to approve Ordinance #622, an ordinance establishing rates for water supplied by the City of Jetmore.  Councilman Thornburg seconded the motion; vote unanimous.  Councilman Washburn made a motion to approve Ordinance #623, an ordinance establishing residential and commercial electric rates.  Councilman Olson seconded the motion; vote unanimous.

The meeting time and date were discussed.  Mr. Crosswhite will draft an ordinance returning to one meeting per month to be reviewed at the next meeting.

Councilman Washburn made a motion to adjourn.  Councilman Hendrickson seconded the motion; vote unanimous.

August 5, 2013

The Jetmore City Council met in special session on August 5, 2013 for the purpose of a public hearing for the 2014 budget.  Mayor Bill Goebel called the meeting to order.  Councilmen attending were Randy Washburn and Mike Thornburg.  Also attending were City Administrator Grayson Path, City Clerk Deb McKivergan and Deputy John Whistler.

There being no public comment, Councilman Thornburg made a motion to adjourn.  Councilman Washburn seconded the motion; vote unanimous.

August 15, 2013

The Jetmore City Council met in regular session on August 15, 2013.  Mayor Bill Goebel called the meeting to order.  Councilmen answering roll call were Michael Hendrickson, Derek Olson, Larry Steinbring and Randy Washburn. Also attending were City Administrator Grayson Path, City Attorney Craig Crosswhite, City Clerk Deb McKivergan and City Foreman Brian Beil.

Councilman Olson made a motion to approve the minutes from the August 1, 2013, meeting as presented.  Councilman Washburn seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to pay Appropriation Ordinance #2013-11.  Councilman Washburn seconded the motion; vote unanimous.

HCED REPORT:  Economic Development Director Lea Ann Seiler shared information about an opportunity to host a golf tournament on Patriots Day.  She requested a letter of support from the Council for the Moderate Income Housing Grant that she is working on.  Grayson and Lea Ann will work together on the letter.  She continues to work on the details of the application.  She told of an upcoming driver’s safety class for county/city employees.  She continues to work on updating the website.  She has placed the ads in the Travel Kansas and Legends magazines.  She has a media night set for Sept. 21 for Wild West Zombie Paintball.  She is partnering with the Depot Theater’s Haunted Museum and trying to put together a package with Amtrack for a Halloween Trip.  She looked into the possibility of two businesses who could locate in Jetmore; neither was a good fit at this time.  She is working with the hospital to contract to provide services for local businesses that they might be receiving outside the area.  She is working on a rack card for the Cheyenne Hills Golf Course and will work with Councilman Steinbring on that project. She reported on the DC 300 Centennial being held in the fall that might possibly bring people to Hodgeman County.  She will be promoting Hodgeman County at the Kansas State Fair on September 14th.  She noted these upcoming events:  Movie Night at the City Park on August 23; Camp Wild Woman on September 28; Spooktacular on Main on October 31; and Christmas on Main on December 7.

Connie Schuler met with the council requesting a variance from the set-backs in Ordinance #469 pertaining to the placement of a fence.  Councilman Hendrickson made a motion to grant the variance to Connie’s Day Care at 401 Adams and allow her to erect a four (4) foot high chain link fence in the City’s right-of-way, with the understanding that the City retains dominant use of that right-of-way and that the variance does not transfer to any subsequent property owners.  Councilman Olson seconded the motion; vote unanimous.

Jeff Hillman, representing the Hodgeman Business Boosters, presented a land rush application for council approval.  Councilman Hendrickson made a motion to approve the application of Steffanie Stallings at 305 Kenyon.  Councilman Washburn seconded the motion; vote unanimous.

Jacque Sherrill from the Jetmore Public Library and Emily Seitz from the Southwest Kansas Library Association reported to the council on the services provided by the SWKLA and the benefits to our local library.   Jacque further explained the services and programs available at the local library.  Councilman Steinbring made a motion to approve the appointment of Janice Scothorn to the library board to fill the unexpired first term of Shirley Coffman through May 2014.  Councilman Hendrickson seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to approve the appointment of Amber Waterhouse to the library board to fill the unexpired first term of Tera Carr through May 2015.  Councilman Steinbring seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT:  City Administrator Grayson Path introduced Joe Herz, with Sawvel & Associates.  Mr. Herz explained the process for negotiating a power supply contract and presented a proposal for negotiating the contract we currently have with Midwest Energy.  Councilman Olson made a motion to retain Sawvel & Associates for the purpose of negotiating the City’s power supply contract, pending approval of the contract changes requested by the City Attorney.  Councilman Washburn seconded the motion; vote unanimous.  Mr. Path presented a quote from NVB Playgrounds, Inc. in the amount $1516 for replacement swings and hardware to upgrade equipment at the city park.  Councilman Washburn made a motion to approve quote #33043 from NVB Playgrounds, Inc.  Councilman Hendrickson seconded the motion; vote unanimous. The electrical training through DCCC that was hoped for is not going to be available; however training through KMU is available in September and October.  Councilman Olson made a motion to send 2 city employees to the training.  Councilman Steinbring seconded the motion; vote unanimous.  Mr. Path has placed ads for another utility employee.  He will accept applications through the 23rd, hold interviews the 26th through 29th then request a special meeting with the council, possibly on the 29th, to review the applicants.  A quote was received from Old Republic Insurance Company for liability insurance at the airport.  Option #1 was for $500,000 bodily injury and property damage liability with a premium price of $1400 and Option #2 was for $1,000,000 bodily injury and property damage liability for $1547.  Councilman Washburn made a motion to accept Option #2 and increase the limits to $1,000,000.  Councilman Steinbring seconded the motion; vote unanimous.  Mr. Path reminded the council of the Power Supply meeting in Garden City on August 21 and invited any and all council members to attend with him.

NEW BUSINESS:  The 2014 Budget was presented.  Councilman Steinbring made a motion to approve the budget as presented.  Councilman Hendrickson seconded the motion; vote unanimous.  United Telephone has contacted Councilman Washburn about putting reception towers on the City water tower.  The Administrator has also been contacted and will continue to confer with them.  Water pressure in the Cheyenne Development was discussed.  The Administrator continues to work with Dennis Bowman and Earle’s Engineering on the city’s water system analysis.  Properties in town that need to be cleaned up and/or mowed were identified and the process for enforcing the ordinances was discussed.  Councilman Olson asked for permission to use the clubhouse for a fundraiser for the park improvement committee.  Permission was granted.

August 29, 2013

The Jetmore City Council met in special session on August 29, 2013.  Mayor Bill Goebel called the meeting to order.  Council members present were Michael Hendrickson, Derek Olson, Randy Washburn, Larry Steinbring and Mike Thornburg.  Also attending were City Administrator Grayson Path and City Clerk Deb McKivergan.

The meeting was called to review and select a candidate for hire.

City Administrator Grayson Path presented the applications of Chad Burns, Alex Fairbanks and Michael Ringle.  He also presented the questions used for interviewing and the scoring for each applicant.

Councilman Olson made a motion to hire Chad Burns with a 90 day probation period.  Councilman Hendrickson seconded the motion; vote unanimous.

Councilman Washburn made a motion to adjourn.  Councilman Hendrickson seconded the motion; vote unanimous.
