Meeting Minutes for February 7th and 25th in 2013.

February 7, 2013

The Jetmore City Council met in regular session on February 7, 2013.  Mayor Bill Goebel called the meeting to order.  Councilmen present were Alison Guthrie, Larry Steinbring, Joe Dansel and Randy Washburn.  Also in attendance were City Clerk, Deb McKivergan, County Attorney Craig Crosswhite, Sheriff Ron Ridley and Derek Olson.

Councilman Dansel made a motion to approve Appropriation Ordinance 2013-02.  Councilman Guthrie seconded the motion; vote unanimous.

HCED Report:  ED Director LeaAnn Seiler reported that she will be hosting the September WKREDA meeting which will bring about 50 – 75 people to our town.  She has received a grant for a county wide housing assessment – she will be looking for ways to provide the matching funds.  She has had people show interest in renting space at the Industrial Park – could the council set a base rate or package deals for prospective renters?

Councilman Thornburg arrived at 7:15 p.m.

Brent Boyd, R.J. Schroeder, Christina McFarlane and Cole Wilson met with the council about proposed improvements to the rodeo arena that will involve moving the lights that the city previously installed.  Mayor Goebel will visit with Victory Electric about helping out due to our short staff.

Dr. Snodgrass met with the council asking them to draw up a resolution asking for a balanced federal budget.  No action was taken.

CITY ATTORNEY REPORT:  City Attorney Craig Crosswhite presented draft ordinances to increase water rates and electric rates.  He reported on municipal court.  He noted that the signs were installed in the alley behind the city office.  Sheriff Ridley visited about the possibility of the city taking on more municipal court cases.  The attorney will visit with the judge.  The green river ordinance was discussed.  Attorney Crosswhite will draw up an ordinance for a vendor’s license to bring to the council for review.

CLERK REPORT: The ordinance establishing an administrator position for the City of Jetmore was presented.  Councilman Thornburg made a motion to approve Ordinance #616, an ordinance establishing an administrator position for the City of Jetmore.  Councilman Dansel seconded the motion; vote unanimous.

Councilman Thornburg reported that he had negotiated with Bonita McClure and Rocking M radio for the Horsethief Festival.  A contract will be presented at the next meeting.

Councilman Dansel made a motion to approve Ordinance #617, an ordinance establishing residential and commercial electric rates in the City of Jetmore.  Councilman Washburn seconded the motion; vote unanimous.

The industrial park was discussed.  Mayor Goebel will visit with Mike Burke about helping haul caliche to develop another area for use.

Councilman Washburn made a motion to go into executive session for 30 minutes to discuss non elected personnel, with the council and Mayor present.  Councilman Steinbring seconded the motion; vote unanimous.

Councilman Dansel made a motion to come out of executive session.  Councilman Thornburg seconded the motion; vote unanimous.

Councilman Steinbring made a motion to adjourn.  Councilman Dansel seconded the motion; vote unanimous.

February 25, 2013

The Jetmore City Council met in regular special session on February 25, 2013.  Mayor Bill Goebel called the meeting to order.  Council present were Alison Guthrie, Joe Dansel, Randy Washburn, Larry Steinbring and Mike Thornburg.

The meeting was called to discuss the administrator position.

Councilman Washburn made a motion to go into executive session for 30 minutes to discuss non-elected personnel, with the council and Mayor present.  Councilman Guthrie seconded the motion; vote unanimous.

Councilman Dansel made a motion to come out of executive session.  Councilman Washburn seconded the motion; vote unanimous.

Councilman Steinbring made a motion to adjourn.  Councilman Thornburg seconded the motion; vote unanimous.
