Meeting Minutes for October 3rd, 15th, 16th, and 17th in 2013.

October 3, 2013

The Jetmore City Council met in regular session on October 3, 2013.  Mayor Bill Goebel called the meeting to order.  Councilmen present were Michael Hendrickson, Derek Olson, Randy Washburn, Larry Steinbring and Mike Thornburg.  Also attending were City Administrator Grayson Path, City Attorney Craig Crosswhite and City Clerk Deb McKivergan.

Councilman Thornburg made a motion to approve the minutes as presented.  Councilman Steinbring seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to pay the claims for September, Appropriation Ordinance #2013-13.  Councilman Steinbring seconded the motion; vote unanimous.

HCED REPORT:  Economic Development Director Lea Ann Seiler reported that she has submitted the application for the Hometown Teams Smithsonian display in 2015.  Zombie Paintball will be held at Horsethief Reservoir on certain dates throughout October.  Spooktacular on Main will be held on October 31.  Senate Bill 120 has relaxed the regulations on Farmers Markets and she asked about the possibility of using Sunshine Park next year if she pursues this.  She reported on the Built Environment and The Outdoors Summit that she recently attended.

Jeff Hillman met with the council concerning Ordinances #561 and 593, concerning the utility connection fee and the landlord liability.  The council will continue to work on updating the ordinances.

Roy Hargadine and Steve Burke representing the Lake Committee, met with the council to report on the informational/organizational meeting on October 10 at 6:00 p.m., for anyone interested in the development of a public shooting range.  There was a discussion on the concrete for the shooting range and the possibility of getting concrete for the shooting range and the boat dock at the same time.

CITY ADMINISTRATOR REPORT:    City Administrator Grayson Path reported that he continues to work on the web site and hopes to have it ready by the end of October.  Mr. Path and Mr. Crosswhite have finalized the contract with Sawvel and Associates.  He presented the revised policy manual for review.  Councilman Hendrickson made a motion to approve the policy manual as presented, which will include a sick leave donation policy.  Councilman Washburn seconded the motion; vote unanimous.  Mr. Path will begin work on a safety manual.  The council was reminded of the smart meter presentations to be held on October 15, 16, and 17.  Mr. Path and Mr. Crosswhite continue to work on the lease agreement between the City of Jetmore/Elite Properties/HWR.  Mr. Path, ED Director Lea Ann Seiler, Sheriff Ron Ridley, and School Superintendent Doug Chaney met with Dale Luedke from KDOT on September 18 to discuss concerns regarding children crossing Highway 156.  A letter has been sent to KDOT requesting that the speed limit sign be moved further west, an amber flashing light be placed on the “Pedestrian Crossing Ahead” signs and requesting assistance with the City purchasing radar signs.  Mr. Chad Burns began working for the City on September 23.  Osmose is in town performing the pole analysis and the results will be reported at a later date.  The 2007 Dodge Charger will cost $3595.00 and we will need to purchase a center console for approximately $240.00.  Mr. Path presented a proposed wind turbine maintenance contract.  Councilman Olson made a motion to approve the contract with Lawrence Wind & Solar, contingent upon their producing a set of standards.  Councilman Washburn seconded the motion; vote unanimous.  Mr. Path reported to the council the situation with Jetmore’s water allotment and what will be involved to either conserve or increase it if Jetmore is to grow in the future.  Mr. Path presented a contract between KSU/City to create conceptual designs for updates to the City Park.  Councilman Thornburg made a motion to approve the agreement.  Councilman Steinbring seconded the motion; vote unanimous.

CITY ATTORNEY REPORT:  City Attorney Craig Crosswhite reported that he has looked over and approved the Website agreement, Sawvel agreement and the Wind Tower agreement.  He continues to work on the Elite Property lease agreement.  He also reminded us that the farm lease with the Bradford’s will be expiring soon and needs to be reviewed.  He reported that the code book is in the mail and should be here soon.  He presented a letter from Jeff Channell, who couldn’t be here tonight, addressing the cat problem in town; that will be revisited at the next meeting.  Mr. Crosswhite discussed the franchise agreements and continues to work on updating them.  He reported on municipal court.  He will attend the LKM Seminar in Topeka on October 11.

CITY CLERK REPORT:  City Clerk Deb McKivergan presented a resolution needed to implement direct deposits for the payroll checks.  Councilman Olson made a motion to approve Resolution #2013-06, a resolution establishing direct deposit of payroll checks and authorizing city officials to execute the transfers.  Councilman Hendrickson seconded the motion; vote unanimous.

October 15, 2013

The City of Jetmore met in special session on August 15, 2013.  President of the Council Larry Steinbring called the meeting to order.  Councilmen present were Randy Washburn, Michael Hendrickson and Mike Thornburg.  Also attending were City Administrator Grayson Path and City Clerk Deb McKivergan.  The meeting was called to gather information on smart meters.

City Administrator Grayson Path introduced the presenting Smart Meter Company.  The visiting presenters provided a presentation of their company and their product.

Councilman Thornburg made a motion to adjourn.  Councilman Washburn seconded the motion; vote unanimous.

October 16, 2013

October 17, 2013

The Jetmore City Council met in special session on October 17, 2013.  President of the Council Larry Steinbring called the meeting to order.  Councilmen present were Michael Hendrickson and Randy Washburn.  Also attending were City Administrator Grayson Path and City Clerk Deb McKivergan.  The meeting was called to gather information on smart meters.

City Administrator Grayson Path introduced the first presenting Smart Meter Company.  They provided a presentation on their company and their product. Upon completion of their presentation, Mr. Path introduced the seconded presenting Smart Meter Company.  They also provided a presentation on their company and their product.

Mayor Bill Goebel arrived at 7:00 p.m.

Councilman Hendrickson made a motion to adjourn.  Councilman Washburn seconded the motion; vote unanimous.
