September 5, 2013
The Jetmore City Council met in regular session on September 5, 2013. Mayor Bill Goebel called the meeting to order. Council present were Michael Hendrickson, Derek Olson, Randy Washburn, Mike Thornburg and Larry Steinbring. Also attending were City Administrator Grayson Path, City Foreman Brian Beil and City Clerk Deb McKivergan.
Minutes of the previous meeting were approved as read.
Councilman Hendrickson made a motion to pay the claims for August, Ordinance #2013-12. Councilman Thornburg seconded the motion; vote unanimous.
The City Administrator presented sealed bids for the website design from Jordan Computer Solutions, Simply Aligned,
Revize, Town Web Design and Municipal CMS. He asked permission to open them, compare them and bring his recommendations back to the council during his report.
HCED REPORT: Economic Development Director Lea Ann Seiler reported that she will not be able to apply for the Moderate Income Housing Grant as planned due to qualifications that she cannot meet. She will revisit the application when it opens up again. She will apply to have the Smithsonian Travel Exhibit come to Hodgeman County in 2015; the wKREDA meeting will be held on September 11 & 12 and part of that meeting will take place at the Cheyenne Hills Clubhouse. She will attend a Healthy Community Workshop in Topeka on September 25 & 26. She started a Facebook page for Cheyenne Hills Golf Course and continues to work on her Website. She reminded us of upcoming holiday events.
SHERIFF’S REPORT: Sheriff Ron Ridley reported that letters have been sent out for weeds/nuisances. He outlined the process for enforcing when properties are not taken care of. The nuisance ordinances were discussed and will be looked at closer when we get the final code book back from the LKM. Councilman Olson made a motion to mow the property at 401 Kenyon due to an emergency situation. Councilman Hendrickson seconded the motion; vote unanimous. The property at 702 Wildcat will be noticed to begin the process of cleaning that lot. The Sheriff and the City Administrator will work together to request a traffic study by KDOT on Highway 156 in an attempt to get the speed limit reduced at the west city limits. Municipal court was also discussed.
CITY ADMINISTRATOR REPORT: City Administrator Grayson Path reported the following bids for the web site design: Jordan Computer Solutions, $600; Municipal CMS, $1500; Revize, $2400; Simply Aligned, $3210 and Town Web Design, $1064. Councilman Thornburg made a motion to accept the low bid of Jordan Computer Solutions as per the specifications set out in the RFP request, pending the approval of the contract, to construct and manage the website under a one (1) year contract. Councilman Hendrickson seconded the motion; vote unanimous. Mr. Path told of a possible opportunity to purchase a 2007 Dodge Charger with approximately 160,000 miles from the Hg. Co Sheriff’s Department. Councilman Olson made a motion to allow the Administrator to negotiate with the County for the purchase of the car. He will notify the Council of the final price before proceeding, and will bring the purchase cost to the next council meeting for official approval. Councilman Steinbring seconded the motion; vote unanimous. Mr. Path continues to work on the policy manual and will incorporate changes and e-mail the draft to the council for their questions and comments, hoping to complete it in October. Along with that he is working on the safety manual as set out by KMIT. He gave an update on the wind turbines and is looking into a maintenance contract. Mr. Path reported on the process for the General Obligation Bonds. Councilman Olson made a motion to approve Ordinance #625, an ordinance designating Main Street (U.S. 283) within the City of Jetmore, Kansas as a main traffic way. Councilman Washburn seconded the motion; vote unanimous. Councilman Washburn made a motion to approve Resolution 2013-05, a resolution authorizing the improvement or re-improvement of a main traffic way within the City of Jetmore, Kansas and providing for the payment of the costs thereof. Councilman Thornburg seconded the motion; vote unanimous. Mr. Path presented golf course rules and regulations establishing due process and direction for the golf course committee and tournament funds. Councilman Thornburg made a motion to give Cheyenne Hills board authority over the Golf Course Donation fund with approved guidelines set out by the Administrator. Councilman Washburn seconded the motion; vote unanimous. Mr. Path continues to work on purchasing smart meters. The vendors will meet with the council to inform and educate them on their product. Mr. Path continues to work with Ty Williams and Elite Property Investments on the property lease at the Industrial Park.
CITY ATTORNEY REPORT: City Attorney Craig Crosswhite reported that he is working on the law enforcement contract with the County. He is also working with the Administrator and Elite Property Investments on the Industrial Park property lease. He is looking at the agreements with Gilmore & Bell for the GO Bonds and with Sawvel and Associates for the electric contract. Mr. Crosswhite will be attending the LKM meeting in Topeka on October 8.
CITY CLERK REPORT: City Clerk Deb McKivergan reminded the council that they need to fill out the required paperwork if they would like their checks to be direct deposited.
