Meeting Minutes for August 2015

The Jetmore City Council met in special session on August 4, at 7:00 p.m.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Jesse Pitts, Pete Shewry, Scott Smith and Larry Steinbring.  Not present was Councilman Mike Hendrickson.

The meeting was called to interview an applicant for the City Administrator position.

Councilman Smith made a motion to enter into executive session for one hour, (7:00 – 8:00) with the Mayor, Council and Applicant in attendance.  Councilman Steinbring seconded the motion; vote unanimous

Councilman Steinbring made a motion to come out of executive session.  Councilman Smith seconded the motion, vote unanimous.  There was no action taken.

Councilman Pitts made a motion to adjourn.  Councilman Shewry seconded the motion; vote unanimous.

The Jetmore City Council met in special session on August 5, 2015.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Mike Hendrickson, Jesse Pitts, Pete Shewry, Larry Steinbring and Scott Smith.

The meeting was called to hold interviews for the City Administrator position.

Councilman Steinbring made a motion to go into executive session for 30 minutes, from 6:00 – 6:30, to interview Applicant #1 with the Mayor, Council and applicant in attendance. Councilman Smith seconded the motion, vote unanimous.

Councilman Steinbring made a motion to come out of executive session.  Councilman Smith seconded the motion; vote unanimous.  No action was taken.

Councilman Pitts made a motion to go into executive session for 30 minutes, from 6:40 – 7:10, to interview Applicant #2 with the Mayor, Council and applicant in attendance.  Councilman Steinbring seconded the motion; vote unanimous.

Councilman Pitts made a motion to come out of executive session.  Councilman Steinbring seconded the motion; vote unanimous.  No action was taken.

Councilman Hendrickson made a motion to go into executive session for 30 minutes from 7:20 – 7:50 to interview Applicant #3 with the Mayor, Council and applicant in attendance.  Councilman Smith seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to come out of executive session.  Councilman Smith seconded the motion; vote unanimous.  No action was taken.

Councilman Shewry made a motion to go into executive session for 30 minutes from 8:00 – 8:30 to interview Applicant #4 with the Mayor, Council and applicant in attendance.  Councilman Steinbring seconded the motion; vote unanimous.

Councilman Shewry made a motion to come out of executive session.  Councilman Steinbring seconded the motion; vote unanimous.  No action was taken.

Councilman Smith made a motion to go into executive session for 30 minutes from 8:40 – 9:20 to interview Applicant #5 with the Mayor, Council and applicant in attendance.  Councilman Pitts seconded the motion; vote unanimous.

Councilman Smith made a motion to come out of executive session.  Councilman Pitts seconded the motion; vote unanimous.  No action was taken.

Councilman Hendrickson made a motion to adjourn.  Councilman Shewry seconded the motion; vote unanimous.

 

August 6, 2015

The Jetmore City Council met in regular session on August 6, 2015.  Mayor Derek Olson called the meeting to order.  Councilmen answering roll call were Mike Hendrickson, Jesse Pitts, Pete Shewry, Larry Steinbring and Scott Smith.  Also attending were City Attorney Craig Crosswhite, City Clerk Deb McKivergan and City Foreman Brian Beil.

Mayor Olson asked for any public comments on the 2016 budget.  There being no comments, Councilman Steinbring made a motion to approve the 2016 budget as published.  Councilman Pitts seconded the motion; vote unanimous.

Minutes of the previous meeting were approved as presented.

Councilman Hendrickson made a motion to approve the claims for July, Appropriation Ordinance #2015-07.  Councilman Smith seconded the motion; vote unanimous.

The Sheriff’s July activity report was presented by the City Clerk.

 

ECONOMIC DEVELOPMENT REPORT:  ED Director Lea Ann Seiler was absent, but sent word that the Hutch News would be featuring Jetmore’s downtown revitalization in an upcoming Sunday feature article.

Doug Helmke, with Kansas Rural Water Association, met with the council to introduce himself and report that he was working with the former City Administrator on a source water assessment report.  He will return to the City later when we have a new administrator and carry on with the report at that time.

 

CITY ATTORNEY REPORT:  City Attorney Craig Crosswhite reported that he had completed Ordinance #639, an ordinance addressing alcohol at the ball fields.  He presented a draft ordinance pertaining to the propane storage in the city limits for the council to look at and revisit at the next council meeting.  Mr. Crosswhite reported that there had been some questions at the state level about the scrap metal ordinance.  He will check with the LKM and ask them if we need to make any changes to our ordinance.  He asked the council if they wanted to order updated Standard Traffic Ordinance and Universal Public Offense Code books.  The Clerk will order the books, then Mr. Crosswhite will review them before the council adopts the new version.  Mr. Crosswhite reported that ADM has things stored on city owned property that is platted for streets and alleys.  This is not a problem, however, ADM has never completed the process for vacating this property.  Mr. Crosswhite discussed briefly the environmental issues at the airport and reported that he will be gone for vacation for one week in September.

Caleb Baugh, engineer for Lochner, Inc., reported that the waterlines and storm sewers are complete and that the street project should be completed by August, 21, barring any rain delays.  Then the streets will be striped after a seven day cure.

 

CITY FOREMAN REPORT:  City Foreman Brian Beil reported that there is still no activity on the wind towers.  The contract date for completion is August 27.  Brian sent pictures of the broken water dock at the lake to Lieby dock and has received no response from him.  Brian visited with Tim Burns Welding and he said he would fix it for an estimated $500.  Mr. Burns also suggested that the hand rails be made more sturdy.  Brian will call Burns Welding and have him make the repairs needed at his discretion.

Councilman Steinbring made a motion to go into executive session for 15 minutes to consult with Mike Koss about the Administrator position over the phone, with the Mayor and Council present.  Councilman Smith seconded the motion; vote unanimous.  Councilman Steinbring made a motion to come out of executive session.  Councilman Hendrickson seconded the motion; vote unanimous.  No action was taken, Mr. Koss was not available

Brian gave the council an update on the power plant project.  Bill Hilger, with Mid-States Erectors, has discussed with Brian the placement of the fuel tank.  Brian and Mr. Hilger will work with the tank company to determine the best place to set the tank.  There was also a discussion about what to do with the fuel that is currently in the fuel tank.

Preferred Iron and Metal out of Garden City, Kansas presented a proposal in the amount of $16,000 to complete the demo of the remaining engine, compressor and piping at the power plant.  They would complete the work in 14 days.  Councilman Hendrickson made a motion to engage Preferred Iron and Metal to demo the old engines in the south bay in the amount of $16,000 upon the approval of the contract with the terms set out by the City of Jetmore.  Councilman Steinbring seconded the motion; vote unanimous.  Brian reported on other things they have been doing including changing out electric poles; service line repairs; meter repairs; street and road maintenance; reading meters and water well repairs.

Councilman Smith made a motion to go into executive session for 30 minutes with the Mayor and Council present, to consult with Mike Koss over the phone about the Administrator position.  Councilman Steinbring seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to come out of executive session.  Councilman Smith seconded the motion; vote unanimous.  No action was taken.

Jacque Sherrill, PTO President, asked permission to use the King Center or the Clubhouse on the 21st of August for a High School back to school dance.  Jacque was granted permission to use the King Center free of charge.

Councilman Steinbring made a motion to appoint Theoda Huish and Cynthia Bach to the board of the Jetmore Housing Authority.  Councilman Hendrickson seconded the motion; the vote was four (4) in favor with Councilman Smith abstaining.

Councilman Shewry made a motion to approve Ordinance #640, an ordinance amending Article 2, Section 123 of the Code of the City of Jetmore, regulating the number of pets allowed before requiring a kennel license.  Councilman Smith seconded the motion; vote unanimous.

Marlin Spreier has asked to purchase the toilets at the bathrooms at the former Great American Dirt Track.  Mr. Spreier can have the toilets as long as he takes all of them.

There will be a special meeting held on August 11 to discuss the City Administrator position.

Councilman Steinbring made a motion to adjourn.  Councilman Hendrickson seconded the motion; vote unanimous.

The Jetmore City Council met in special session on August 11, 2015.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Mike Hendrickson, Jesse Pitts, Pete Shewry, Larry Steinbring and Scott Smith.

The meeting was called to review the applicants with Mike Koss with the LEAPS program.

Councilman Smith made a motion to go into executive session for 90 minutes from 7:30 until 9:00 with the Mayor and Council in attendance on a conference call with Mr. Koss.

Councilman Smith made a motion to come out of executive session.  Councilman Steinbring seconded the motion; vote unanimous.  No action was taken.

Councilman Hendrickson made a motion to adjourn. Councilman Pitts seconded the motion; vote unanimous.

The Jetmore City Council met in special session on August 13, 2015.  Mayor Derek Olson called the meeting to order.  Councilmen answering roll were Mike Hendrickson, Jess Pitts, Pete Shewry, Larry Steinbring and Scott Smith.  Also attending was City Clerk Deb McKivergan.

The meeting was called to hold council training with Don Osenbaugh and to discuss the City Administrator position.

Mr. Osenbaugh, a former League of Kansas Municipality and current KMIT Board member, presented an informative session for the council.

Councilman Steinbring made a motion to go into executive session for 15 minutes with the Mayor, Council and City Clerk in attendance.  Councilman Smith seconded the motion; vote unanimous.

Councilman Smith made a motion to come out of executive session.  Councilman Shewry seconded the motion; vote unanimous.  No action was taken

Councilman Shewry made a motion to go into executive session for 30 minutes with the Mayor and Council in attendance.  Councilman Pitts seconded the motion; vote unanimous.

The Jetmore City Council met in special session on August 16, 2015.  Mayor Derek Olson called the meeting to order.  Councilmen answering roll were Mike Hendrickson, Jesse Pitts, Larry Steinbring, Scott Smith, and Pete Shewry.

Mayor Olson appointed Michael Ort to the position of City Administrator at a pay of $50,000 per year with no contract.  Councilman Smith made a motion to approve the appointment of Mr. Ort.  Councilman Steinbring seconded the motion; A roll call vote was taken:  Councilman Hendrickson – Aye;

Councilman Pitts – Aye;

Councilman Shewry – Aye;

Councilman Steinbring, Aye;

Councilman Smith – Aye.

Motion carried.

Councilman Shewry made a motion to pay $2,000 to Mr. Ort for moving expenses.  Councilman Pitts seconded the motion; vote unanimous

Councilman Steinbring made a motion to adjourn.  Councilman Hendrickson seconded the motion; vote unanimous.
