Meeting Minutes for July 2015
July 2, 2015
The Jetmore City Council met in regular session on July 2, 2015. Mayor Derek Olson called the meeting to order. Council members answering roll were Jesse Pitts, Pete Shewry, Larry Steinbring and Scott Smith. Not present was Mike Hendrickson. Also attending were City Attorney Craig Crosswhite and City Clerk Deb McKivergan, City Foreman Brian Beil, Sheriff Jared Walker , Undersheriff Rory Tillet and from the public John Ewy, Sarah Rains, Mike Thornburg, and Brent Boyd.
Minutes of the previous meeting were approved as presented.
Councilman Steinbring made a motion to pay the bills for June, Appropriation Ordinance Number 2015-6. Councilman Shewry seconded the motion; vote unanimous.
ECONOMIC DEVELOPMENT REPORT: In the absence of E D Director Lea Ann Seiler, Deb reported the Ms. Seiler was recently presented the Kansas Healthy Community Award by the Kansas Health Foundation and this could possibly lead to additional funding for the community. The Kansas Leadership has awarded ten community scholarships to the leadership program and will award more later. Two local businesses will be featured at the Final Friday at the Carnegie Arts Center in Dodge City on August 28th. Ms. Seiler has submitted an application to the Mariah Fund for a $15,000 marketing grant; the results will be announced in October. A GROW video was recently filmed in Jetmore and there will be four digital picture frames placed in the community, it will be looped on the website and we will have DVD’s that can be used for promotion of our town.
Kasey Mariche met with the council to discuss the maintenance of the city lake, particularly the beach area, and asked for clarification on the fee schedule and what amenities are available if you are fishing.
John Ewy, Sarah Rains and Brent Boyd met with the council to discuss the use of alcohol at the ball fields/fairgrounds/rodeo arena area. Councilman Steinbring made a motion to approve Ordinance #639, an ordinance amending Article 3, Section 104, of the Code of the City of Jetmore, and setting boundaries for consumption of alcoholic liquor and cereal malt beverage on city-owned public property. Councilman Smith seconded the motion; vote unanimous.
Sheriff Walker and Undersheriff Tillet discussed the sections of the code book pertaining to municipal court costs and the kennel license. The City Attorney will draft new ordinances and present them to the council at the August meeting.
Sheriff Walker also discussed with the council the current contract between the City of Jetmore and the Sheriff’s Department.
CITY ATTORNEY REPORT: City Attorney Craig Crosswhite reported that he has written a letter to Unifirst stating that at the end of the current contract we wish to cancel the contract and negotiate a new one. He is working on changes to the propane storage ordinance and application.
CITY FOREMAN REPORT: City Foreman Brian Beil reported on the progress of the street project. Phase I is expected to be completed in 2-3 weeks. The power plant work is progressing on schedule. Brian updated the council on the progress of the KDOL Safety Inspection. Brian found sludge in one of the man holes that had recently been cleaned by Utility Maintenance Supply. He will contact a company representative and see if they will look at it. The concrete is deteriorating where the discharge from the sewer ponds runs out. Brian will visit with JAG about the possibility of them repairing the drainage pad while their concrete plant is in town. Brian is working with the contractors on the Vo Ag Building project. The ramp to the boat dock at the City Lake is broken. Brian will contact E-Z Dock to see if there is any warranty on it. The saucer swing has been installed at the City Park. Brian reminded the council that street chat needs to be ordered by the end of the year for the budget. He reported on the water main breaks that happened during the work on the Main Street project. Brian has talked to Brian Lawrence, with Lawrence Wind Towers, and was told that the control boxes have been completed and should arrive by the 6th of July. The sewer repairs in the alley between Adams and Benton on Highway Street have been repaired. There has been a request for a street light in the Cheyenne Development. Brian is visiting with property owners and looking for the best solution then will bring pricing back to the council. There was concern about the large rock on Carousel Street. It was determined that any rock remaining would probably not be incorporated into the road and it will be removed and replaced with sand.
The budget was presented with the new 2016 numbers from the County Clerk. Councilman Steinbring made a motion to publish the budget hearing as presented. Councilman Pitts seconded the motion; vote unanimous.
A special meeting will be held on July 23rd with Mike Koss from the League of Kansas Municipalities to review the applications for the City Administrator position.
A council training with Don Osenbaugh has been confirmed for August 13th at 6:00 p.m.
An application for a propane storage tank at 1304 Main Street was presented for AV Energy. Councilman Shewry made a motion to approve the application. Councilman Steinbring seconded the motion; vote unanimous.
A quote from Hanston Insurance Agency for replacement of playground equipment at the park was presented to the council. The council determined that the coverage needs to be increased to $60,000.
Josh Hobbs has visited with the Mayor about getting brick to be used around the cabins at Horsethief Reservoir. Three truck loads will be set aside for him at the end of the project.
Councilman Steinbring made a motion to adjourn. Councilman Pitts seconded the motion; vote unanimous.

The Jetmore City Council met in special session on July 21, 2015. Mayor Derek Olson called the meeting to order. Roll call was answered by Councilmen Mike Hendrickson, Jesse Pitts, Pete Shewry, Larry Steinbring and Scott Smith. Also attending was City Clerk Deb McKivergan and City Foreman Brian Beil.
The meeting was called to discuss Council procedure.
Councilman Hendrickson made a motion to waive the special meeting pay for this meeting. Councilman Smith seconded the motion; vote unanimous.
Councilman Steinbring made a motion to adjourn. Councilman Hendrickson seconded the motion; vote unanimous.
