Meeting Minutes for December 1st, 15th, and 20th

                                                                                                                                            December 1, 2016

The Jetmore City Council met in regular session on December 1, 2016.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Mike Hendrickson, Larry Steinbring and Scott Smith.  Not present were Councilmen Jesse Pitts and Pete Shewry.   Also attending were City Attorney Craig Crosswhite and City Clerk Deb McKivergan.

Minutes of the previous meeting were approved as presented.

Councilman Hendrickson made a motion to pay the bills for November, Appropriation Ordinance #2016-11.  Councilman Smith seconded the motion; vote unanimous.

Ron Walters met with the council requesting permission to rent permanently four (4) camper spaces at the Jetmore City Lake for the 2017 season.  The council will visit with the Lake Board and work on a proposal for Mr. Walters.

Wayne Schwartz met with the council to express his concerns about not having a family restaurant in Jetmore and asked for support from the council to search for someone to open a restaurant.  Mr. Schwartz, the city council and economic development will work together if an opportunity arises.

Earlene Tatman met with the council to ask for help from the City to put in a commercial dishwasher at the Senior Center.  Arick Helus attended with her to help explain the circumstances for the need.  Councilman Smith made a motion to donate $800 dollars to the Sr. Center for the purchase of a commercial dishwasher.  Councilman Hendrickson seconded the motion; vote unanimous.

CITY ATTORNEY REPORT:  City Attorney Craig Crosswhite presented a lease between CPS and the City of Jetmore for the hangar at the airport for the council to review.  This is a renewal of a lease that has expired.  The Attorney and Administrator will negotiate and sign the contract.  Mr. Crosswhite has worked with the Administrator to draft water rate ordinances.  Municipal Court is going well.  Mr. Crosswhite presented Ordinance #645, and ordinance requesting vacation of a portion of Douglass Street, located in the City of Jetmore.  Councilman Hendrickson made a motion to vacate that portion of Douglass Street in Blair’s Addition to the City of Jetmore, recorded at Page 9, Plat Book 1, being in the South ½ of the Northeast ¼ of Section 1, Township 23 South, Range 24 West of the 6th P.M., Hodgeman County, Kansas, between West Bramley Street and West Tucker Street and between Block S and Block T.  Councilman Smith seconded the motion; vote unanimous.  Mr. Crosswhite also noted that the deeds for the golf course property have been filed.  He also discussed with the City the health insurance policy.

CITY FOREMAN REPORT:  City Foreman Brian Beil presented the following report.  They continue to work on the new digital meter reading and program and met with a Stanion representative to get help.  They put up Christmas lights and installed a new street light in the Cheyenne Development.  Lane Halling helped our crew change out a corner pole and will be helping change out another pole soon.  They ran the power plant on November 30th with no problems.  They continue to work on equipment maintenance; street sweeping, weed control and other routine duties.  Rick Fagen asked about the concrete blocks at the racetrack.  No decision was made.

Sheriff Walker met briefly with the council.

Gayle Martin, with the WSU Hugo Wall School of Public Affairs, met with the council and presented a short training for the council.

CITY CLERK REPORT:  City Clerk Deb McKivergan asked on behalf of the United Methodist Church to once again close the street north of the church and the alley east of the church for the annual Journey to Bethlehem.  Permission was granted.

Cereal Malt Beverage license renewals were received from Jetmore Food Center, The Hideout and Lock Restaurant.  Councilman Steinbring made a motion to approve the CMB application from Jetmore Food Center for sale in original and unopened container and not for consumption on the premises.  Councilman Hendrickson seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to approve the CMB application of the Hideout for sale in original and unopened containers and not for consumption on the premises.  Councilman Smith seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to approve the CMB application of The Hideout for consumption on the premises.  Councilman Steinbring seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to approve the CMB Application of Lock’s Restaurant for consumption on the premises.  Councilman Smith seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT:  City Administrator Michael Ort was attending the KACM Conference, but left the following report:

*Ameriseal returned and completed the airport project on November 8th.  Once all bills are received we will settle up with the state on the grant.

*Phillip Fishburn, USDA, is set to issue a Letter of Conditions to the city in December.  A special meeting will need to be called with USDA staff and the City Council.  This needs to be done in December to lock in the interest rates which are expected to rise in January.

*The current sewer maintenance program with UMC expires on Dec. 31, 2016.  Mr. Ort prepared an RFP based on the RFP sent out last time and with input of Charlie Schwindamann of KRWA.  The council would like for Mr. Ort to send this out and gather bids for another contract.

*The Fire chief reached out to his preferred vendor for air packs that were accounted for in the 2017 budget.  If ordered in 2016 they would actually be a 2016 encumbrance, so the administrator visited with the vendor and explained that we would have to wait until 2017 to actually make the commitment to buy.  At this point they are going to order the devices so he can give us the pricing currently available.

*Mr. Ort issued a response to Mr. Allen Nichols of KDHE by the Nov. 13th deadline and requested an extension for the deficiency notices that were given in his report after the Oct. 12 visit.  This extension was granted and the necessary upgrades will be made by April 2017.  Funds from the water reserve fund will be used to make the upgrades at an estimated cost of $5,000.

*Mr. Ort presented four draft water ordinances for the council to consider.  Due to Mr. Ort being gone and two councilmen being absent, the Mayor called a special meeting for December 15th to discuss the water rates and meet with the USDA if possible.

Councilman Hendrickson  made a motion to give $600 Christmas bonuses to the full time employees, the Attorney and the Asst. City Clerk; and $300 bonuses to the part time and seasonal employees.  Councilman Steinbring seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to adjourn.  Councilman Smith seconded the motion; vote unanimous.

 

December 15, 2016

The Jetmore City Council met in special session on December 15, 2016.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Mike Hendrickson, Jesse Pitts, Pete Shewry, and Larry Steinbring.  Absent was Councilman Scott Smith. Also attending were City Administrator Michael Ort and City Clerk Deb McKivergan.

The meeting was called to discuss the water rates and pay the final bills for the airport project.

Councilman Pitts made a motion to pay the final bills to Ameriseal and Olsson Associates for the airport runway project.  Councilman Hendrickson seconded the motion; vote unanimous.

City Administrator Michael Ort presented draft ordinances for the council to consider.  Councilman Shewry made a motion to approve Ordinance #649, an ordinance establishing certain rates for use of water supplied by the City of Jetmore, KS.  Councilman Steinbring seconded the motion; vote unanimous.

A special meeting will be held on December 20th at 7:00 p.m. with Dave Barber from Rural Development to sign the letter of conditions for the water tower funding.

Councilman Steinbring made a motion to adjourn.  Councilman Pitts seconded the motion; vote unanimous.

 

December 20, 2016

The Jetmore City Council met in special session on December 20, 2016.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Mike Hendrickson, Jesse Pitts, Pete Shewry, Scott Smith and Larry Steinbring.  Also attending were City Administrator Michael Ort, City Attorney Craig Crosswhite and City Clerk Deb McKivergan.

The meeting was called to discuss the water funding, the recently enacted ½% sales tax and the Administrators evaluation.

Dave Barber, a Rural Development loan specialist, presented the letter of conditions to the council for review.  This will lock in the current interest rate, but not obligate us to the loan at this time.

Councilman Hendrickson made a motion to adopt the letter of conditions for consideration of our loan application.  Councilman Pitts seconded the motion; the vote was four (4) in favor, with Councilman Smith abstaining.

The City Administrator reported that the recently adopted sales tax was not put into place for January 1st, but he is working with the LKM and the Kansas Department of Revenue to see what can be done.

Evaluation forms for the City Administrator position were handed out to the council to be filled out and returned at the January council meeting.

Councilman Hendrickson made a motion to adjourn.  Councilman Smith seconded the motion; vote unanimous.
