Meeting Minutes for March 2nd and 9th

                                                                                                                                            March 2, 2017

The Jetmore City Council met in regular session on March 2, 2017.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Jesse Pitts, Orval “Pete” Shewry, Scott Smith and Larry Steinbring.  Not present was Councilman Mike Hendrickson.  Also attending were City Administrator Michael Ort, City Attorney Eric Harman and City Clerk Deb McKivergan.

Minutes of the previous meeting were approved as presented.

Councilman Steinbring made a motion to pay the claims for February, Appropriation Ordinance #2017-02.  Councilman Pitts seconded the motion; vote unanimous.

Mayor Olson proclaimed Saturday, May 27th Poppy Day in Jetmore.  Heather Burke with the Local American Legion was on hand to accept the proclamation.

Rod Durler, R.J. Schroeder, Chad Jones and Jesse Jones met with the council to visit about extending and enlarging the water line for the saddle club arena.  City Superintendent Michael Ort explained the current water line layout.  The City and Saddle Club will work together to get estimates on footage and price for trenching and pipe then bring estimates back to the council soon.

Sheriff Walker presented the monthly activity report.

Mindy Cure, with Hanston Insurance Agency, brought the insurance policy renewal and explained the policy.  The quote from Hanston Insurance Agency was $27,480.00.

David Luke, with KCamp, presented a proposal for insurance and explained the policy to the council.  The quote from KCamp was $16,510.00; prorated from April 1 – December 31 would be $12,433.00.

A decision on the insurance policy was tabled until all of the council could study the bids and a special meeting will be set later this month.

CITY ATTORNEY REPORT:  City Attorney Eric Harman reported that municipal court is going well and he discussed the liability waiver for the lift stations with the council.

CITY FOREMAN REPORT:  In the absence of City Foreman Brian Beil, Chad Burns presented the report.  They have been repairing and maintaining the equipment, including replacing the transmission in one of the pick-ups.  Lane Halling has been helping them set several poles due to damage from the ice storm.  They have also been replacing Yield and Stop signs around town.  They continue to change out electric and water meters for the electronic read system.

CITY ADMINISTRATOR REPORT:  City Administrator Michael Ort presented his March schedule and presented the February fund health report.

*The Assistant City Clerk has been working with Kurtis from SEMS, and has nearly completed the work on the inventory list for the asset management system.  Councilman Steinbring made a motion to move forward with the system.  Councilman Pitts seconded the motion; vote unanimous.

*We recently had a complaint about the work that was done trimming trees/clearing electrical lines.  Mr. Ort reached out to other administrators to see how they managed this.  Some gave notice, but both KMU and KMEA responded that it is our obligation to correct an issue in a timely manner because the electric utility bears responsibility if they don’t take care of it quickly.  Tree limbs too close to electrical lines can cause a ground which would endanger residents and our crews when they go to service lines.  Tree limbs too close to electrical lines also cause significant line loss.  We will notify the resident in the future when we are going to trim trees for regular maintenance.

*The City is required to designate individuals who are authorized to sign contracts and agreements for the water tower project.  One paper signed was the SF-24 which the Mayor was the authorized representative.  Phillip Fishburn recommended that the City have an alternate if Mayor Olson is not available.  Mr. Ort presented a resolution designating Mayor Derek Olson as the authorized representative and City Administrator Michael Ort as the alternate.  Councilman Smith made a motion to approve Resolution 2017-03, a resolution authorizing representatives to file application for financial assistance from USDA Rural Development.  Councilman Steinbring seconded the motion; vote unanimous.  Mr. Ort met with Mr. Fishburn recently and everything is progressing nicely.

*Mr. Ort asked permission to purchase more meters earlier in the budget year so the staff can install them while the weather is good.  The council agreed that it was fine after looking at the fund health.

*Mr. Ort reported that there were two bids for painting at the King Center; Ron Cole for $3,380 and Scot McKibbin for $2,875.  Councilman Smith made a motion to approve the bid of Scot McKibbin.  Councilman Pitts seconded the motion; vote unanimous.  Mr. Ort also presented estimate of flooring for the King Center; approximately $17,800, for vinyl; $8,500 for carpet squares and $6600 for carpet.  The council asked Mr. Ort to get bids for carpet squares.  Mr. Ort believes the hall and kitchen floors can be buffed and polished, whether the city does it or we hire it done.

*Rocking M Radio sent the same agreement as last year for sponsorship of The Festival – $3500 for 10 all weekend passes, 1166 thirty second radio ads and a spot on all promotional advertising for the festival.  Councilman Pitts made a motion to approve the sponsorship.  Councilman Smith seconded the motion; vote unanimous.

*Mr. Ort computed the two years costs and revenues at the lake for  May to September and then factored in a conservative increase in the utilities.  With the expected number of campers, he suggested a rent of $300 per month.  Councilman Smith made a motion to charge $300 per month for long term camping at the Jetmore City Lake.  Councilman Steinbring seconded the motion; vote unanimous.

*Mr. Ort has been looking into ways that the City could make use of the sewer discharge, saving the discharge into the creek; using water that we don’t pay to treat and helping to not deplete the aquifer.  Due to the concerns by those who would be using the effluent, Mr. Ort was asked to hold off on purchasing the equipment needed to pump the effluent at this time.

Mayor Olson reported that he and Mr. Ort are still looking into transferring trees from the tree farm into the park.  He will also look into repairs for the water fountain that was damaged in the ice storm.

Councilman Steinbring made a motion to adjourn.  Councilman Smith seconded the motion; vote unanimous.

 

March 9, 2017

The Jetmore City Council met in special session on March 9, 2017.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Mike Hendrickson, Jesse Pitts, Orval “Pete” Shewry, Scott Smith and Larry Steinbring. Also attending were City Administrator Michael Ort, City Clerk Deb McKivergan and Asst. Clerk Kelsey Keese.

The meeting was called to discuss the insurance policy; the spring clean-up day and the summer mowing contract.

The insurance policy was discussed.  The bid from Hanston Insurance Agency was $27,480 for ACV coverage and the bid from KCamp was $16,510; prorated to $12,433 for April 1 – December 31 for replacement cost coverage.  After a lengthy discussion, Councilman Pitts made a motion to use KCamp for the City insurance.  Councilman Smith seconded the motion; with Councilmen Hendrickson, Pitts, Shewry and Smith voting in favor and Councilman Steinbring voting against.

Asst. Clerk Kelsey Keese met with the council to discuss the upcoming community wide clean-up.  It will be held on Saturday, April 1st.  The high school will help again and we it will begin at 7:30 at the park.  Kelsey also asked about the City sponsoring an art project through the school for the new water tower.  She will work with Ms. Panzner and Mr. Chaney to set this up.

Mr. Ort presented the mowing contract and asked about the possibility of adding chemical spraying at the park to the contract.   It was decided that we would have the city crew spray and not add it to the contract.  Councilman Hendrickson made a motion to advertise for the mowing contract.  Councilman Smith seconded the motion; vote unanimous.  The bids will be presented at the April 6th  council meeting
