Meeting Minutes for December 7th and 28th

                                                                                                                                           December 7, 2017

The Jetmore City Council met in regular session on December 7, 2017.  Mayor Derek Olson called the meeting to order.  Roll Call was answered by Councilmen Jeff Channell, Mike Hendrickson, Jesse Pitts, Orval Shewry and Larry Steinbring.  Also attending were City Administrator Michael Ort, City Attorney Eric Harman and City Clerk Deb McKivergan.

Minutes of the previous meetings were approved as presented.

Councilman Hendrickson made a motion to approve the claims for November, Appropriation Ordinance #2017-11.  Councilman Steinbring seconded the motion; vote unanimous.

Sheriff Walker presented the monthly activity report and discussed CMB licensing.  He stated that he could not run Triple I checks as required by our code book.  He provided web-site information for the city to perform the background checks themselves.  The 2018 court dates were also discussed.

Mr. Ort reviewed with the council the action last month when the name of Amanda Kasiska was presented by Librarian Jaqcue Sherrill to fill the unexpired term of Dotty Moore.  Mr. Ort was asked to solicit others interested in filling the position on the Library Board.  Only two names were submitted – Mrs. Kasiska and Orval Shewry.  Any action was tabled until the January meeting.

CITY ATTORNEY REPORT:  City Attorney Eric Harman reported that municipal court is going well.  He has visited with Judge Kyle and she has agreed to stay on when the new attorney is appointed.  Mr. Ort presented a proposal from Mr. Clayton Kerbs to fill the position of City Attorney.  Mayor Olson appointed Attorney Clayton Kerbs to fill the unexpired term of Attorney Eric Harman.  Councilman Hendrickson made a motion to approve the appointment.  Councilman Pitts seconded the motion; vote unanimous.

HCED REPORT:  Economic Development Director LeaAnn Seiler reported that she has been busy with activities including promoting the upcoming Youth Entrepreneur Challenge; Christmas on Main; and the Shop Small project.  She has been awarded several grants and continues to apply for other grants.  Jetmore is the Spotlight Community at the Goodland Travel Center in December.  She is working on the Hunt Hodgeman Rooster Roundup and Longest Tail Feather Contest.  She has completed the E-Community Loan to Bootleggers, who will be opening on December 19th.  The grand opening for Schaffer Furniture will be held on December 16th.

CITY CLERK REPORT:  City Clerk Deb McKivergan reported that the City Office staff would be working with Census 2020 to update addresses.  Resolution 2017-10, a resolution adopting the South-Southwest Kansas (Region D) multi hazard, multi-jurisdictional hazard mitigation plan, was presented for council review.  Councilman Channell made a motion to approve the resolution.  Councilman Hendrickson seconded the motion; vote unanimous.

Councilman Hendrickson made a motion to recess into executive session to discuss non-elected personnel, pursuant to the non-elected personnel matter exception, K.S.A. 75-4319 (b) (1), with the Council, Administrator and Attorney present.  Councilman Steinbring seconded the motion; vote unanimous.  The open meeting will resume at 8:28. Councilman Pitts made a motion to come out of executive session.  Councilman Hendrickson seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to extend the executive session for 20 minutes.  Councilman Pitts seconded the motion; vote unanimous.  The open meeting will resume at 8:50.  Councilman Hendrickson made a motion to come out of executive session. Councilman Steinbring seconded the motion; vote unanimous.  Councilman Shewry made a motion to terminate the employment of Matt Jordan.  Councilman Steinbring seconded the motion.  A roll call vote was held with Councilman Steinbring, Channell, Shewry, Pitts and Hendrickson all voting yea.

CITY ADMINISTRATOR REPORT:  City Administrator Michael Ort presented his December travel schedule.

*Mr. Ort reported that he has created a budget for the Land Bank for 2018.  He set the number at $5,000 to begin with.  With the council’s agreement, the budget will be published and a date of December 28th, 7:00 p.m. was set for the hearing.

*Mr. Ort reported that the City had corn and milo from this harvest in the elevator.  The council recommended he sell now rather than store it.

*Mr. Ort reported that he had one other person interested in serving on the Library Board after the ad in the newspaper.  Mayor Olson appointed Orval Shewry to fill the unexpired term of Dotty Moore on the Library Board.  Councilman Channell made a motion to approve the appointment.  Councilman Steinbring seconded the motion; vote unanimous.

*Mr. Ort visited with the council about ways to shorten and simplify the council meeting.  It was suggested that the City Foreman’s report could be e-mailed to the Mayor and Council weekly; the Attorney’s court report could be given by the clerk and the Attorney wouldn’t need to be at every meeting; the Sheriff’s report could be e-mailed or brought by Councilman Channell and the HCED report could be e-mailed or possibly presented quarterly.  Along with these, the agenda will be restructured.  These practices will be put into place at the January 2018 meeting.

*The Administrator reported that Farabee is planning to be in Jetmore the week before Christmas to install the new shaft and generator assembly, install the new warning device and to test the engine and generator.

*The plans and specs for the water tower project are now in the possession of the City of Jetmore, KDHE and USDA.  The plans were submitted to KDHE and USDA on October 25th.

*The Administrator said the Foreman had asked to have Jeff Rydquist help out over his Christmas break.  The council agreed.

*Mr. Ort reported the KCAMP’s Board of Trustees have renewed a rate stabilization program which offers a one time contribution credit for the 2018 renewal and a rate stabilization program for those communities that commit to the next three years with KCAMP.  The contribution credit is based on length of membership so Jetmore’s credit is $280.  With this program, the 2018 renewal is guaranteed to be no more that 2.25% higher than 2017.  The 2019 and 2020 renewal rate cap is 2-5%. Councilman Steinbring made a motion to enter into the program and continue with KCAMP for the next three years.  Councilman Channell seconded the motion; vote unanimous.

* Mr. Ort reported that a planning commission was established in Jetmore in 1968 and planning and zoning was enacted.  He found no minutes of any planning commission meetings, so isn’t sure of any action taken by them.  Based on his research, he recommended the council proceed on their own with establishing a planning commission, which will double as the Board of Zoning Appeals. Prior to zoning regulations being adopted the City would have to adopt a comprehensive plan, which is something that is created by a planning commission and adopted by the council after a public hearing.  Zoning regulations are then adopted.  These regulations would then be enforced by the planning commission and the Board of Zoning Appeals (BZA).   The city would maintain its own BZA.  Councilman Hendrickson made a motion to approve Ordinance #657, and ordinance for the re-establishment of a city planning commission and board of zoning appeals in the City of Jetmore.  Councilman Pitts seconded the motion; vote unanimous.

Mayor Olson and the Council recognized and congratulated Mr. Ort on receiving the Early Career Excellence Award from KACM.

Councilman Hendrickson made a motion to recess into executive session to discuss non-elected personnel, pursuant to the non-elected personnel matter exception, K.S.A. 75-4319 (b) (1), with the council present.  Councilman Shewry seconded the motion; vote unanimous.  The open meeting will resume at 9:44.  Councilman Hendrickson made a motion to come out of executive session.  Steinbring seconded the motion; vote unanimous.  Councilman Hendrickson made a motion to give the full time employees and Kelsey Keese a $600 Christmas bonus and to give the part time and seasonal employees $300.  Councilman Steinbring seconded the motion; vote unanimous.

December 28, 2017

The Jetmore City Council met in special session on December 28th, 2017.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Jeff Channell, Jesse Pitts, Orval Shewry, and Larry Steinbring.  Not present was Councilman Mike Hendrickson.  Also attending were City Administrator Michael Ort and City Clerk Deb McKivergan.

The meeting was called to hold the budget hearing for the Land Bank budget, discuss the water tower project and review the CMB renewal for Kyler Fetters dba Bootleggers Main Street Bar and Grill.

Councilman Steinbring made a motion to approve the CMB application for Kyler Fetter, Bootleggers Main Street Bar and Grill.  Councilman Channell seconded the motion; the vote was three in favor, with Councilman Pitts abstaining.

There being no public comment, councilman Steinbring made a motion to approve the Land Bank Budget as published.  Councilman Pitts seconded the motion; vote unanimous.

The water tower project was discussed.

Councilman Steinbring made a motion to adjourn.  Councilman Pitts seconded the motion; vote unanimous.
