Meeting Minutes for July 6th and 18th

                                                                                                                                            July 6, 2017

The Jetmore City Council met in regular session on July 7, 2017.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Jesse Pitts, Orval Shewry, Scott Smith and Larry Steinbring.  Not present was Michael Hendrickson.  Also attending were City Administrator Michael Ort, City Attorney Eric Harman and City Clerk Deb McKivergan.

Minutes of the previous meeting were approved as presented.

Councilman Smith made a motion to pay the claims for June, Appropriation Ordinance #2017-06.  Councilman Pitts seconded the motion; vote unanimous.

ECONOMIC DEVELOPMENT REPORT:  Economic Development Director LeaAnn Seiler reported that the Ice House Entrepreneur class has been completed.  She reminded the council of the upcoming sesquicentennial being held in conjunction with the county fair.  The Upland Road Trip launch was awesome.  She is looking into the possibility of a company that could recycle plastic jugs into usable products.  National Night Out is August 1st and she is working on a possible community event on July 28th for that.  She visited with the council about increasing the transient guest tax and the possible uses for the additional revenue.  She shared a digital video frame that will be placed in businesses around town that will advertise our community.

Kim Shewry met with the council about the vacated alley behind their property on Atkin Street that allows access to their RV park.  The City Administrator explained that it is not actually a legal alley, it is an un-platted strip and the problem would need to be remedied between the property owners.

Mathew Medill, with Dirks, Anthony and Duncan Accounting Firm, presented the 2016 audit report.  Councilman Steinbring made a motion to approve the audit report as presented. Councilman Smith seconded the motion; vote unanimous.

Sheriff Walker presented the monthly activity report.

CITY ATTORNEY REPORT:  City Attorney Eric Harman reported that Municipal Court is going well with many cases being handled through e-mail communication.  He has written a letter for a property code violation and will reach out to them and try to resolve the problem before it goes to condemnation.  Mr. Harman discussed transitioning the water tower project to another attorney and clarified that he intended to continue on as City Attorney.  The Council asked his opinion on the “alley” Ms. Shewry discussed. Councilman Shewry excused himself from the discussion.  It was the opinion of the Attorney that it is a problem between the property owners and the City will take no action at this time.

Councilman Pitts made a motion to approve the regular appointment of Ken Cole to the Housing Authority Board.  Councilman Shewry seconded the motion; the vote was four (4) in favor with Councilman Smith abstaining.

CITY FOREMAN REPORT:  City Foreman Brian Beil reported that they have completed the water line extension to the rodeo arena.  They have fogged for mosquitoes and mowed, disked the beach area at the lake and cleaned the bathrooms to have it ready for the Memorial Day weekend.  They are painting at the power plant and working with the engineer on the water tower project along with their routine duties.

CITY ADMINISTRATOR REPORT:  City Administrator Michael Ort presented the council with his July meeting and travel schedule.

*KCAMP has amended their bylaws pursuant to passage of recent legislation which removed the requirement that inter-local agreements be submitted to the Attorney General after passage.  The new bylaws will become effective at 12:01 a.m. on August 6th.  Councilman Steinbring made a motion to approve Resolution 2017-06, a resolution approving the new bylaws.   Councilman Smith seconded the motion; vote unanimous.

*Per the conversation last month, Mr. Ort drafted a Charter Ordinance exempting the city from the statutory limitation on the Transient Guest Tax and a regular ordinance establishing that tax at the new amount of 5%.  Councilman Pitts made a motion to approve Charter Ordinance #10, an ordinance exempting out of the statutory limitation on the Transient Guest Tax.  Councilman Shewry seconded the motion; vote unanimous.  Councilman Pitts made a motion to approve Ordinance #652, an ordinance increasing the transient guest tax to 5%.  Councilman Smith seconded the motion; vote unanimous.

*Mr. Ort presented more information on the land bank proposal presented at the last meeting and presented a draft ordinance establishing a land bank for the city.  After discussion it was decided to postpone any decision until a later meeting.  No action was taken.

*Mr. Ort reported that the fine for seatbelt violations increased July 1st.  Per the League staff, all cities who do not pass an amendment to their current adoption of the STO will be out of compliance.  If the city would prefer, they can wait and pass an ordinance adopting the new 2017 version of the STO.  After discussing with the Sheriff and the Attorney it was decided that we would wait to adopt the 2017 STO which will be published soon.

*The City Administrator and the Mayor visited with Clayton Kerbs, the attorney that Mr. Harman recommended last month to replace him on the water tower project, and have received a legal services agreement from him that is ready for the council to sign if they would like.  Councilman Smith made a motion to enter into a new legal services agreement with Clayton Kerbs.  Councilman Steinbring seconded the motion; vote unanimous.  Phillip Fishburn has scheduled a visit to Jetmore on July 18th to review the water tower project progress so far.

*Mr. Ort told the council that he has been approached about the possibility of upgrades to the bathrooms at the City Lake.  He is looking at options and will continue to do so.

*The 2018 budget is completed.  A special meeting will be held on July 18th at 7:00 p.m. to look over the budget and discuss the visit of Phillip Fishburn and the water tower project.

* Mr. Ort reported that he had sat in on a webinar earlier today and gave the council a run-down of the legislative updates.

Councilman Steinbring made a motion to adjourn.  Councilman Pitts seconded the motion; vote unanimous.

 

July 18, 2017

The Jetmore City Council met in special session on July 18, 2017.  Mayor Derek Olson called the meeting to order.  Roll call was answered by Councilmen Michael Hendrickson, Jesse Pitts, Pete Shewry, Scott Smith and Larry Steinbring.  Also attending were City Administrator Michael Ort, Asst. Clerk Kelsey Keese and Jeff Channell.

The water tower project was discussed and Mr. Ort reported on his meeting with Phillip Fishburn earlier in the day.

The council discussed the 2018 budget.  Our regular council meeting will be held on August 3rd and the budget hearing will be held on August 7th.

Councilman Hendrickson made a motion to adjourn.  Councilman Pitts seconded the motion; vote unanimous.
