The Jetmore City Council met in regular session on September 2, 2021. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Connie Chavez, Kyler Fetters, Michael Hendrickson and Larry Steinbring. Absent was Councilman Jeff Channell. Also attending were City Administrator Michael Ort, City Attorney Clayton Kerbs and City Clerk Deb McKivergan.
Councilman Fetters made a motion to approve the consent agenda. Councilman Chavez seconded the motion; vote unanimous.
Economic Development Report: ED Director Lea Ann Seiler reported on the housing grant she is working on for moderate income housing. Councilman Chavez made a motion to approve Resolution 2021-07, a resolution assuring and certifying that the City of Jetmore possesses legal authority to participate in a Kansas housing development loan or grant application, to receive and expend said loan or grand funds and authorizing the economic development director to act as the official representative of the City as the grantee. Councilman Fetters seconded the motion; vote unanimous. Lea Ann also told the council of other happenings in her office. There will be a special meeting on September 24th to finalize the housing grant application.
City Attorney Report: City Attorney Clayton Kerbs reported that court is going well. He may attend the City Attorney’s Conference in October if the meetings are held in person.
City Clerk Report: No report.
Business Items: The council meeting was recessed and the public hearing for the Intent to Exceed the Revenue Neutral Rate was opened and public comment was invited. Hearing none, Councilman Chavez made a motion to approve Resolution 2021-06, a resolution to levy a property tax rate exceeding the revenue neutral rate. Councilman Fetters seconded the motion; vote unanimous. Revenue Neutral Rate hearing was closed.
The 2022 budget Public Hearing was opened and public comment was invited. Hearing none, Councilman Fetters made a motion to approve the 2022 budget as presented. Councilman Steinbring seconded the motion; vote unanimous. The public hearing for the city budget was closed.
Mayor Olson opened the hearing for the land bank budget with the Mayor and Council members acting as the governing body of the Jetmore City Land Bank. Public comment was invited. Hearing none, Councilman Steinbring made a motion to approve the land bank budget as presented. Councilman Fetters seconded the motion; vote unanimous. The public hearing for the land bank budget was closed.
Mayor Olson re-opened the council meeting. Mr. Ort asked permission to attend the Certified Public Manager Program through the University of Kansas. The cost of the program is $3,900 until November 1st, then $4,100 after. Councilman Fetters made a motion to allow Mr. Ort to attend the 2022 CPM program. Councilman Chavez seconded the motion; vote unanimous.
KCAMP sent a letter requesting the city designate a voting delegate and an alternative to attend the annual meeting held in October in Overland Park. Councilman Fetters volunteered to serve in that capacity.
Mr. Ort presented a quote from Foley Equipment to repair the portable generator, in the amount of $9,397.54. Councilman Hendrickson made a motion to approve the quote and make the repairs. Councilman Steinbring seconded the motion; vote unanimous.
City Administrator Report: Mr. Ort presented his September training and travel schedule.
*Mr. Ort recently updated the city website. He will review the website yearly for updates.
*The census numbers from the 2020 census came in at 770. Mr. Ort feels this number must be low. Mr. Ort visited with a fellow administrator and was given some suggestions to verify or refute the number. Mr. Ort thought this might be the time to revisit the discussion of the Planning Commission. An ordinance creating the Commission was adopted in 2017, so now may be the time to find people to serve in that capacity to help improve and grow our community in a logical and effective way.
*The Homeserve Fall Campaign is scheduled to occur on September 9 and September 27.
*The five substation reclosers have been delivered to Jetmore. The reclosers are $128,841.75 and installation is between $40,000 and $50,000. Mr. Ort reached out to Farmers State Bank for lease purchase funding.
*KMIT’s efforts to begin a health insurance policy option for member cities has progressed and they have presented a letter for the council explaining program structure and the next steps.
*The new bucket truck arrived this past week.
*Mr. Ort made contact with the rock hauler and we will begin receiving loads of rock soon that will be used for the City Lake road project.
*Nine code enforcement letters were sent in August.
Councilman Hendrickson made a motion to enter into executive session at 8:30 p.m. to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1), with the Mayor, Council and Attorney present. The open meeting will resume in the council chamber at 8:35p.m. Councilman Fetters seconded the motion; vote unanimous. Councilman Steinbring made a motion to come out of executive session. Councilman Hendrickson seconded the motion; vote unanimous. Councilman Hendrickson made a motion to approve the employment agreement between City Administrator Michael Ort and the City of Jetmore. Councilman Steinbring seconded the motion; vote unanimous.
Councilman Hendrickson made a motion to enter into executive session at 8:40 p.m. to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1), with the Mayor, Administrator, Attorney and Council present. The open meeting will resume in the city council chamber at 9:20 p.m. Councilman Steinbring seconded the motion; vote unanimous. Councilman Hendrickson made a motion to come out of executive session. Councilman Steinbring seconded the motion; vote unanimous. No action was taken.

The Jetmore City Council met in special session on September 24, 2021. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters and Larry Steinbring. Absent was Councilman Mike Hendrickson. Also attending were City Clerk Deb McKivergan and Economic Development Director Lea Ann Seiler.
The meeting was called to finalize the application for the moderate income housing grant.
Councilman Channell made a motion to authorize HCED to apply for $300,000 in Moderate Income Housing Funds to incentivize the construction of three (3) duplexes to help address the need for moderate income rental housing in our community. Councilman Fetters seconded the motion; vote unanimous.
Councilman Channell made a motion to adjourn. Councilman Chavez seconded the motion; vote unanimous.
