December 2022 Meeting Minutes

December 7, 2022

The Jetmore City Council met in regular session on December 7, 2022. Mayor Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters, Charles Leet and Mike Thornburg. Also attending were City Administrator Michael Ort and City Clerk Deb McKivergan. Students from the HCHS Government class attending were Justin Andrews, Esme Munoz Lopez, Ryley Perkins, Whitney Salmans, Andrew Ashley, Seth Woods and Alfredo Castilla.

Councilman Fetters made a motion to approve the consent agenda containing Appropriation Ordinance 2022-11 and the minutes of the November 2 Regular and November 9 Special meetings. Councilman Chavez seconded the motion; vote unanimous.

ECONOMIC DEVELOPMENT REPORT:  None

ATTORNEY REPORT:  None

CLERK REPORT:  Four cereal malt beverage license applications were presented. 

1.  Dollar General for sale in original and unopened container and not for consumption on the premises. Councilman Fetters made a motion to approve the license renewal. Councilman Channell seconded the motion; vote unanimous.

2.  JJ’s Sports Bar for sale in original and unopened container and not for consumption on the premises. Councilman Chavez made a motion to approve the license renewal. Councilman Thornburg seconded the motion; vote unanimous.

3.  JJ’s Sports bar for consumption on the premises. Councilman Leet made a motion to approve the license renewal.  Councilman Thornburg seconded the motion; vote unanimous.

4.  Jetmore Food Center for sale in original and unopened container and not for consumption on the premises. Councilman Channell made a motion to approve the license renewal. Councilman Fetters seconded the motion; vote unanimous.

BUSINESS ITEMS:  During the camera survey and sewer cleaning this year Mayer Specialty identified cracking in numerous location, line breakages in others and actual voids in a handful of locations. They recommended these segments be repaired with sleeves as in past years. The bid for these repairs is $76,034 and if all six segments are repaired at the same time mobilization costs of $6,050 will be waived making the final cost $69,984. Mr. Ort explained his plan to pay for the repairs. Councilman Channell made a motion to approve the bid of $69,984. Councilman Chavez seconded the motion; vote unanimous.

Mr. Ort presented Ordinance #680, an ordinance establishing sewer rates for utility customers for the City of Jetmore, Kansas. This will increase the base sewer rate $5.00 per month per sewer connection. Councilman Channell made a motion to approve the ordinance. Councilman Chavez seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT:   City Administrator Michael Ort presented his December travel and training schedule.  There were no staff birthdays or anniversaries in December.

*Two proposals have been received for the park bathroom project. Both were sent to USDA for review and after their review and approval, both proposals will be presented to the council for their approval.

*Tony from Site Pro was in Jetmore last week to look at the problems with our water wells and is set to return next week to work on the problems.

*The milo crop underperformed this year due to weather conditions. The grain has been sold and an insurance claim was filed for the loss and payment is expected later this month. Overall grain sales are down this year from 2021 and up from 2020.

*Mr. Ort ordered a truckload of utility poles after receiving a request from City Foreman Brian Beil earlier this month. The quote for 46 Class 4, 35 ft. poles was $25,990.

Councilman Fetters made a motion to recess into executive session to discuss non-elected personnel pursuant to the non-elected personnel exception. K.S.A. 75-4319(b)(1) for 5 minutes with the mayor and council present. The meeting will resume in the council chamber at 7:59 p.m. Councilman Chavez seconded the motion; vote unanimous. Councilman Fetters made a motion to come out of executive session. Councilman Thornburg seconded the motion; vote unanimous.  Councilman Thornburg made a motion to give full time employees an $800 Christmas bonus and all part time employees a $300 Christmas bonus. Councilman Channell seconded the motion; vote unanimous.

GOVERNING BODY COMMENTS:  Councilman Thornburg reminded the council of the Feed the Spirit dinner to be held at the King Center from 3:00 – 6:00 on Christmas Day.

Councilman Leet reported that he had visited with one county commissioner about the possibility of using the current recycle shed to gather recycling. He indicated they would be open to a conversation and suggested the council meet with the commissioners at one of their regular meetings. Mr. Ort is looking into forming an advisory board to help plan the schedule and regulations of the recycle center.

Mayor Olson recognized City Administrator Michael Ort for completion of the Certified Public Manager course this year and presented him with a $500 gift card in appreciation of the accomplishment. Councilman Channell made a motion to adjourn. Councilman Chavez seconded the motion; vote unanimous.
