January 2021 Meeting Minutes

January 7, 2021

The Jetmore City Council met in regular session on January 7, 2021. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Mike Hendrickson and Larry Steinbring. Absent was Councilman Kyler Fetters. Also attending were City Administrator Michael Ort; City Attorney Clayton Kerbs and City Clerk Deb McKivergan.

Mike Thornburg spoke with the council about the Feed the Spirit Christmas Dinner program. This year was different; food boxes were prepared for families instead of an in person meal, with the recipients suggested by the Health Department and local citizens. Mike would like to change how the donations and the plans are handled and is setting up a committee to help him. Mr. Ort will serve as a representative from the City on this committee.

Councilman Steinbring made a motion to approve the consent agenda. Councilman Chavez seconded the motion; vote unanimous.

CITY ATTORNEY REPORT:  Mr. Kerbs reported that no in person court was held in December but will resume again in January. Ticket numbers appear to be down for 2020, as they are in other courts as well.

CITY CLERK REPORT:  Deb presented the GAAP Waiver for 2021. Councilman Steinbring made a motion to approve Resolution 2021-01; a GAAP Waiver. Councilman Hendrickson seconded the motion; vote unanimous.

BUSINESS ITEMS: Mr. Ort presented an ordinance setting a fine for no permit at the City Lake. Councilman Channell made a motion to approve Ordinance 670, an ordinance amending Chapter XII, Article 3 of the Jetmore City Code. Councilman Hendrickson seconded the motion; vote unanimous.

CITY ADMINISTRATORS REPORT:  Mr. Ort presented his January travel/training schedule. 

*The end of year fund health report was presented to the council.

*A planned electric outage was held on December 22. The generator was put online just before 8 a.m. and the city load was carried until approximately noon; then Midwest Energy reconnected. The staff then increased the load to 2250 kW and ran an addition two hours to complete a full six hour exercise. All temps and pressure readings remained within appropriate levels throughout.

*Paul Mahlberg recently met with Mr. Ort about how the new KMEA line crew might serve the needs of Jetmore. Several ideas were discussed including routine maintenance services and project services such as the work that has previously been done by PAR and J&J. The conversation concluded with Mr. Mahlberg saying that he would arrange for the line crew to travel to Jetmore sometime soon to visit with the city staff and learn about our system.

*We recently received a renewal for property and casualty insurance from KCAMP; as expected the premium increased significantly due to our loss ratio.

*We were recently informed that our workman’s comp claimant attended the final follow-up appointment and the case will soon be closed with a full recovery achieved.

*Payments are being taken for the replacement of the light pole damaged in late October. To date, approximately half of the amount has been paid.

*No code enforcement letters were sent in December.

Councilman Steinbring made a motion to enter into executive session to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1), with the council and the mayor present for 20 minutes with the meeting resuming in the council chamber at 8:35. Councilman Chavez seconded the motion; vote unanimous. Councilman Chavez made a motion to come out of executive session. Councilman Hendrickson seconded the motion; vote unanimous. Councilman Steinbring made a motion to give all full time, part time and seasonal employees a 2% wage increase retroactive to January 1, 2021, with the exception of Jared Borger, Jimmy Eagan and Derek Weber, who will be given a $1.00 per hour increase; and Michael Ort who will be increased by $2,000 per year. Councilman Hendrickson seconded the motion; vote unanimous. Councilman Steinbring made a motion to adjourn. Councilman Chavez seconded the motion; vote unanimous. The meeting was adjourned at 8:38.
