The Jetmore City Council met in regular session on December 2, 2021. There being no quorum the meeting was adjourned to December 8th at 7:00 p.m. at City Hall.
The Jetmore City Council reconvened on December 8th. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters, Mike Hendrickson, and Larry Steinbring. Also attending were City Administrator Michael Ort, City Attorney Clayton Kerbs and City Clerk Deb McKivergan.
Councilman Fetters made a motion to approve the consent agenda. Councilman Chavez seconded the motion; vote unanimous.
City Attorney Clayton Kerbs swore in new council members Mike Thornburg and Charles Leet, and incumbent Councilman Jeff Channell. Outgoing council members Larry Steinbring and Mike Hendrickson were thanked for their service after which they departed the meeting.
ECONOMIC DEVELOPMENT REPORT: ED Director Lea Ann Seiler presented two letters of support; one for the City of Jetmore to designate an Upper-Level Main Street RHID and one for the HEAL grant. Both letters were signed by the mayor. She will now send the paperwork for the RHID grant to the Secretary of Commerce for approval. Approval for the first ORP Mural has been approved and work will commence once the final artwork is approved. Eight bands have been turned in during the first month of pheasant season. Ms. Seiler closed on a new e-community loan this week for a business expansion on Main Street. Youth Entrepreneurship Competition is back on the schedule and will be held in February. Christmas on Main was held the first weekend in December. Ms. Seiler hopes to hear in the next couple of weeks if we were awarded the Moderate-Income Housing Grant.
CITY ATTORNEY REPORT: City Attorney Clayton Kerbs reported that ticket volume was up slightly this year and court is going well.
CITY CLERK REPORT: City Clerk Deb McKivergan handed out K-4 and W-4 withholding papers to the new council, along with Statements of Substantial Interest. She also presented a sympathy card to sign for Lea Ann in the loss of her mother.
BUSINESS ITEMS: Per K.S.A. 14-204, when a new council convenes the council shall elect from its membership a president of the council. Councilman Fetters nominated Councilman Channell to that position. Councilman Chavez seconded the nomination; vote unanimous.
*Jetmore Food Center presented a 2022 CMB renewal application to sell cereal malt beverages in original and unopened containers and not for consumption on the premises. Councilman Fetters made a motion to approve the renewal. Councilman Chavez seconded the motion; vote unanimous.

*The assistant city clerk position is open and full time and part time options were discussed. Councilman Channell made a motion to advertise the open position as full-time, salary negotiable, open until filled. Councilman Chavez seconded; vote unanimous.
*The city council has given a Christmas bonus to staff annually in the past, does the council wish to give this again in 2021? (See below for action taken after Executive Session discussion).
*The housing board is short two members now due to the resignation of Kelsey Keese. Names were brought up but no action was taken.
*Mr. Ort received the renewal for the power plant equipment failure insurance. Councilman Fetters made a motion to purchase the equipment failure insurance. Councilman Leet seconded the motion; vote unanimous.
ADMINISTRATOR REPORT: City Administrator Michael Ort presented his December travel and training schedule.
*As mentioned last month, Mayer experienced a malfunction with their camera equipment and came up short of the 15% camera survey of the sewer lines that was agreed upon. The shortfall will be caught up after next year’s cleaning. There was one area of concern which will require repair and Mr. Ort will bring a proposal for that repair work in the next month or two.
*The air tanks in the basement of the power plant were set to be removed and a second tank that is appropriately designed and vented upstairs would be installed by Farabee for a cost of $13,969 as approved by the council in June of 2019. This project wasn’t completed, however it is now scheduled to be completed in the next month when Farabee returns to Kansas to work in the area. Two additions to the project were recently recommended. The first is to remove the air compressor that is downstairs upstairs at a cost of $4,900. The second recommendation was to remove the existing mechanical pressure switch from the air tanks and connect them to the electrical control/monitoring system at a cost of $3,250. After visiting with Farabee staff and our city staff it was decided to pass on the first recommendation and add the second suggestion to the bid.
*The trees at the water tower have been replaced.
*Mr. Ort visited with Loretta from USDA about a couple of things needed to prepare for delivery of the Letter of Conditions to the city for the park bathroom funding. Mr. Ort has provided the information needed.
*Two code enforcement letters were sent in November.
Councilman Channell made a motion to enter into executive session to discuss non-elected personnel pursuant to the non-elected personnel exception K.S.A. 75-4319(b)(1) for 5 minutes with the Council and Mayor in attendance. The open meeting will resume in the city council chambers at 8:37. Councilman Fetters seconded the motion; vote unanimous. Councilman Fetters made a motion to come out of executive session. Councilman Chavez seconded the motion; vote unanimous. Councilman Channell made a motion to give all full-time employees an $800 bonus and all part time and seasonal employees a $300 bonus. Additionally, all employees were also offered one 2022 yearly golf course membership and one 2022 city lake pass. Councilman Chavez seconded; vote unanimous.
Councilman Channell made a motion to go into executive session pursuant to the non-elected personnel exception K.S.A. 75-4319(b)(1) for 30 minutes with the Mayor, Council and Administrator in attendance. Councilman Fetters seconded the motion; vote unanimous. The open meeting will resume in the city council chamber at 9:51. Councilman Channell made a motion to come out of executive session. Councilman Fetters seconded the motion; vote unanimous. No action was taken. Councilman Channell made a motion to adjourn. Councilman Fetters seconded the motion; vote unanimous. The meeting was adjourned at 9:58 p.m.
