December 2023 Meeting Minutes

December 6, 2023

The Jetmore City Council met in regular session on December 6th, 2023. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll wall was answered by Mayor Olson, Councilmen Jeff Channell, Connie Chavez, Charles Leet, and Mike Thornburg. Also attending were City Administrator Michael Ort , City Clerk Casey Dansel, City Attorney Clayton Kerbs, Mayor Elect Bill Goebel, Councilmen Elect John Neeley and Cole Buffo, Kim Neeley and students from the high school government class. Councilman Fetters was absent.

Councilman Chavez made a motion to approve the consent agenda containing the November 1st minutes and Appropriation Ordinance #2023-11. Councilman Channell seconded the motion; vote unanimous.

City Clerk Dansel thanked Mayor Olson & Councilman Chavez for their years of service to the City of Jetmore. New Mayor Bill Goebel, Councilmen Cole Buffo and John Neeley were sworn in by City Attorney Kerbs.

ECONOMIC DEVELOPMENT REPORT:  Sailor Anne Seiler presented the following report:

MIH application has been completed for Dane Little. Sailor has been busy promoting Hunt Hodgeman. Christmas on Main Street was held and had a great turnout. Horsethief reservoir will be hosting their Christmas holiday market and other activities as well as a new drive through light exhibit. Sailor attended Network KS Tech Assistance Program meeting. The program assists businesses with software, marketing and accounting. SEED application was submitted for the city and library. Should hear something back mid-December.

CITY ATTORNEY REPORT:  Attorney Kerbs introduced himself to the new mayor and council members. Reported that city traffic tickets have picked up and we are getting them very quickly from the sheriff’s office.

CITY CLERK REPORT:  Clerk Dansel presented Mayor Goebel & Councilmen Buffo & Neeley with paperwork that needs to be filled out for payroll.

BUSINESS ITEMS:  Administrator Ort informed the Council that the first order of business for a new council is to elect a president of the council. Councilman Thornburg made a motion to elect Councilman Jeff Channell as President of the Council. Councilman Buffo seconded the motion; vote unanimous.

Administrator Ort & Clerk Dansel presented Cereal Malt Beverage (CMB) license renewals for 2024 for the following businesses: Dollar General, JJ’s Sports Bar, Jetmore Food Center, Joe’s Qwik Marts & Quick Pick for off premises consumption and on premises consumption for JJ’s Sports Bar. Councilman Channell made a motion to approve CMB off premises licenses for Dollar General Store #20286, JJ’s Sports Bar, Jetmore Food Center, Joe’s Kwik Marts, and Quick Pick 10, as well as the on premises license for JJ’s Sports Bar. Councilman Thornburg seconded the motion; vote unanimous.

Administrator Ort informed the council of the resignation of library board member Janese Boger. Administrator Ort informed the mayor that Laura Cavasos has expressed that she would like to fill the vacant position. Mayor Goebel appointed Laura Cavasos as the new library board member. Councilman Buffo moved to approve the appointment of Laura Cavasos to the library board. Councilman Neeley seconded the motion; vote unanimous.

Administrator Ort informed the council of past Christmas Bonus’ for the City Staff.

Councilman Thornburg made a motion for the city council, mayor & administrator to recess into executive session to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1). The open meeting will resume in the city council chamber at 7:35. Councilman Channell seconded the motion; vote unanimous.

Councilman Thornburg made a motion at 7:35 p.m. to come out of executive session and resume the open meeting. Councilman Channell seconded the motion; vote unanimous.

Councilman Thornburg made a motion to give full time city staff a Christmas bonus of $1,000 each and part time staff a bonus of $400 each. Councilman Channell seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT:

*Administrator Ort presented his December travel and training schedule to the council.

* Mr. Ort gave an update on the park bathroom project. Per Mr. Mendez the project is still scheduled to be completed by the end of the year.

* Mr. Ort gave an update on the sale of three golf carts and the purchase of four newer carts by the golf course board, with the golf course donation funds. Mr. Ort was approached by Jared Borger a couple of weeks prior to ask if he would approve of the sale of the city’s golf carts with the understanding that he, Mr. Borger, and the golf course board president, Tyler Beougher, would broker the deal on behalf of the city, which Mr. Ort agreed to. In total the sale of the city’s carts amounted to $5,225 with the purchase of the 4 newer carts costing the golf course board $10,200, for a net cost to the golf course board of $4,975. The new carts will belong to the city and the city will rent these carts as we have the existing carts.

*Mr. Ort informed the council that the sale of the used golf course pickup was finalized recently through Purple Wave. The pickup sold for a total of $6,200.

* Mr. Ort told the council that grain sales for the year was recently concluded with a sale of milo to Pride Ag of just over $7,300 and an insurance claim due to drought for just over $30,100. Total sales for the year were $73,345.97.

* Mr. Ort presented a snapshot of the percentage of the annual budgeted amounts spent through November, mainly as a primer for the new councilmembers.

* Mr. Ort shared with the council the document presented originally earlier in the year that contains all fees and costs charged by the city for all goods and services sold by the city and encouraged the council to consider where increases would be appropriate. He also informed the council that many other cities produce a fee resolution each year that is a simple way for council, staff, and citizens to have access to this information in one document and encouraged the council to consider adopting a similar resolution in Jetmore.

* Mr. Ort informed the council that he has spent time this year studying the process of strategic planning as part of maintaining his credentialed manager designation with ICMA and encouraged the council to consider a formal process for Jetmore. He briefly presented the idea visioning by the council and asked them to consider the city’s needs and wants as a way to begin the process. Councilman Channell made a motion to adjourn. Councilman Buffo seconded the motion; vote unanimous. Meeting was adjourned at 8:34 p.m.
