October 2024 Meeting Minutes

October 2, 2024

The Jetmore City Council met in regular session on October 2nd, 2024. Mayor Bill Goebel called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Cole Buffo, Jeff Channell, Charles Leet, John Neeley & Mike Thornburg. Also attending were City Administrator Michael Ort, City Clerk Casey Dansel, City Attorney Clayton Kerbs, and several citizens.

Councilman Buffo made a motion to approve the consent agenda containing the September minutes & Appropriation Ordinance #2024-09. Councilman Neeley seconded the motion; vote unanimous.

CITIZEN COMMENTS:  Derek Olson presented the council with information on the importance of Economic Development.

ECONOMIC DEVELOPMENT REPORT:  Sailor-Ann Seiler presented the following report; Windows for the legion building are complete and there was enough money left over to do the windows on the other side, Rural Champion Grant has allowed the Eco Devo Board to hire Michelle Walters for one year to work on housing, toured HG county with hospital candidates, attended EPA funding meetings, delivered back to school packs to teachers, NWKS regional retreat, Applied for KSU 105 & NWKS grant. Sailor gave updates on SEED, USDA Grant Assistance, MYRI, Love, KS Campaign, NXTUS, Invenergy & entrepreneurs conference. Spooktacular, Pink Saturday, Christmas on Main & Firehouse 283 Open House are all upcoming events happening.

CITY ATTORNEY REPORT:  Working on finalizing the Gil Burns property purchase by the Land Bank.

BUSINESS ITEMS:

Susan Nuss reported on the upcoming county-wide clean up that the Lions Club is sponsoring Nov 3rd-8th. Susan asked the council to consider assisting the Lions Club in sponsoring the event and helping with cost of the dumpsters. Councilman Channell made a motion to donate $1000 to the Lions Club clean up event. Councilman Neeley seconded the motion; vote unanimous.

Sailor-Ann Seiler presented to the board the impact of Economic Development and the things that they do for the community, city & county. Lea Ann Seiler with Network Kansas also presented information and provided an impact report to the council. John Ewy, Allison Guthrie, Susan Nuss & Samantha Parish also commented on the need and benefits of Economic Development. Mike Schrader, Mick MacNair & Chris Klein were also in attendance representing Hodgeman County commissioners. Council discussed possibility of working with the commissioners to ensure ability to hire someone to fill the vacancy in the Eco Devo office recently created.

Council discussed contract for police services. Councilman Leet made a motion to send notice to the county to renegotiate the police services contract. Councilman Channell seconded the motion; vote was 4-1 with Counciman Thornburg voting No.

Mr. Ort presented the council with the option to nominate a voting delegate for KCAMP. Councilman Neeley is available to attend the KCAMP meeting. Councilman Thornburg made a motion to nominate councilman Neeley as voting delegate. Councilman Buffo seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT:   

*Mr. Ort presented his travel and training schedule and the staff anniversaries and birthdays for October.

*Annual Sewer Cleaning- Mayer Specialty will be in town starting Oct. 14th for annual cleaning. This is the 4th of the 4 year cycle. Next cycle will begin in 2026.

*Midwest Energy/K-156 project-Midwest Energy are set to begin their project moving transmission line structures for the K-156 widening and modernization project on Oct 14th. The city will be ready to generate power using the rented mobile unit from Foley.

*GWorks Cloud-Visited with vendors at ICMA. Found out that we are most likely better off staying with GWorks and transition to their cloud based solution since court management is available through them and most other options do not have court management.

Itron Updates- Palace computers will be assisting us with the updates that are needed for our meter reading software. Work is scheduled for Oct 16th and will take a day to complete at $125/hr. Cost of Itron completing it was $409/hr.

 Councilman Buffo made a motion to adjourn. Councilman Channell seconded the motion; vote unanimous. Meeting was adjourned at 9:46p.m.

October 21, 2024

The Jetmore City Council met in special session on October 21st, 2024. Mayor Bill Goebel called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Cole Buffo, Jeff Channell, Charles Leet, & Mike Thornburg. Also attending was City Administrator Michael Ort, City Clerk Casey Dansel, & City Attorney Clayton Kerbs. Councilman Neeley joined the meeting at 6:51 p.m.

Police Services Contract:  City council discussed the current police services contract in preparation for joint meeting with county commissioners.

At 7:00 p.m. the meeting was moved to courthouse lounge and the joint meeting began with the Hodgeman County Commissioners, Hodgeman County Sheriff’s Office, County Clerk & County Attorney. Sheriff Walker presented financials on time spent in city and revenue produced from city traffic citations. County Commissioners and City Council had open discussion regarding the current contract with the city and the sheriff’s office. City Council would like to see the contract reviewed each year prior to budgets being set. Both parties agreed to review contract again in May of 2025 for the 2026 contract.

Councilman Thornburg made a motion to adjourn. Councilman Leet seconded the motion; vote unanimous. Meeting was adjourned at 7:35 p.m.
