June 2022 Meeting Minutes

June 2, 2022

The Jetmore City Council met in regular session on June 2, 2022. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by councilmen Jeff Channell, Connie Chavez, Charles Leet and Mike Thornburg. Attending by phone was councilman Kyler Fetters. Also attending were City Administrator Michael Ort, City Attorney Clayton Kerbs and City Clerk Deb McKivergan.

Councilman Chavez made a motion to approve the consent agenda containing the May 5, 2022 minutes and appropriation ordinance #2022-05. Councilman Thornburg seconded the motion; vote unanimous.

ECONOMIC DEVELOPMENT REPORT:   Lea Ann Seiler, ED Director, reported that there are 2 new e-Community loans. There will be an open house for Clawed, LLC on June 17th. There was a mega housing bill passed by the legislature. The City will be designating an RHID area and the process will be continued at the July council meeting. There are three more murals to complete and they should be completed soon. The Economic Development Board is still accepting applications for the director position.  Ms. Seiler will attend the Radically Rural Conference in New Hampshire in September to promote and highlight Jetmore.

CITIY ATTORNEY:  No report

CITY CLERK REPORT:  Deb McKivergan reported on the new assistant clerk and visited about the Big Bang celebration on July 4th.

BUSINESS ITEMS:  Mr. Ort was approached recently about selling the greenhouse that sits on the water tower property. The City stores a small amount of supplies in there, but it is not regularly used. Since there was interest by more than one person, the council agreed to sell the greenhouse by sealed bids through the city’s Facebook page.

CITY ADMINISTRATOR REPORT:  Mr. Ort gave his travel/training schedule for June. There was one staff birthday; Larry Fagen on June 20.

*Mr. Ort reached out to Exline Corporation in Salina to inquire about our radiator and the request to have it inspected. They felt it was outside their scope and suggested he contact Best Radiator in Hays. Mr. Ort followed up with Best Radiator and sent them information they requested so they could discuss it further. They can’t visit Jetmore soon because of their current workload. The temporary fix suggested by Farabee will hopefully get us through the summer. Farabee will be here soon to complete the work.

*The Department of Labor was in Jetmore on May 24th to conduct a site visit at the city office, shop, a well house, the power plant, and the golf course shop and clubhouse. The city received a handful of minor infractions that will be simple fixes. The inspector suggested we apply for the Safety and Health Award for Public Employees. Mr. Ort will follow up on that.

*The new bucket truck was involved in an accident on April 25th. Dean Wade provided an estimate of $3,744.23 to repair the truck. The council agreed to have him do the repairs.

*Mr. Ort is working on the 2023 budget.

*Ned Marks has suggested that the city fill out the pre application for the KDHE loan to replace Well #12. Mr. Ort will fill out the pre application.

The council discussed the position of the Economic Development Director and will look into the structure of the position and our agreement with them.

The park improvements were discussed. The sidewalk has been completed and the city staff is working on smoothing the ground along the sidewalk. The next projects will be the sprinkler system and the new bathroom.

The process for notifying the librarian and board members of new appointments was discussed. Councilman Thornburg made a motion to adjourn. Councilman Channell seconded the motion; vote unanimous. The meeting was adjourned at 8:47 p.m.
