November 1, 2023
The Jetmore City Council met in regular session on November 1st, 2023. Mayor Derek Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll wall was answered by Mayor Olson, Councilmen Jeff Channell, Connie Chavez, Charles Leet & Mike Thornburg. Also attending was City Administrator Michael Ort & City Clerk Casey Dansel. Representing Kerbs Law for City Attorney Clayton Kerbs was Samantha Sweley. HCHS Government Class was also in attendance to observe the meeting. Councilman Fetters was absent.
Councilman Chavez made a motion to approve the consent agenda containing the October 11th, 2023 minutes, October 19th & October 26th Special meeting minutes, and Appropriation Ordinance #2023-10. Councilman Thornburg seconded the motion; vote unanimous.
CITIZEN COMMENTS: There were no citizen comments.
PRESENTATION OF KDHE LOAN AGREEMENT FOR WELL 12 PROJECT:
Rose Mary Saunders presented the KDHE loan agreement to the council and explained the details.
ECONOMIC DEVELOPMENT REPORT: Sailor-Anne Seiler presented the following report:
SEED Application has been submitted, the annual Halloween Spooktacular event was great again this year and had a great turnout kids. Dane Little is submitting his application for the MIH for his tri-plex. Since he didn’t get it submitted in the last round, application will be redone to submit, but everything will remain the same.
CITY ATTORNEY REPORT: Attorney Samantha Sweley was filling in for Clayton Kerbs and had nothing to report.
CITY CLERK REPORT: City Clerk Casey Dansel reported that the city office had about 175 kids trick or treat during the spooktacular event.
BUSINESS ITEMS:
*Ordinance 684 was presented after the presentation of the loan agreement by Rose Mary Saunders. Ordinance 684 authorizes the entering into the loan agreement with KDHE for certain infrastructure improvements and directs the mayor to sign all documents relating to the execution of the loan and the project. Councilman Thornburg moved to approve Ordinance 684. Councilman Chavez seconded; vote unanimous.
*Administrator Ort reported that the digger truck has a fluid leak that needs repaired. He received an estimate from Altec of $7,980.55 for the repair. Money set aside in the 2023 budget for auto repairs will pay for the repairs. Councilman Thornburg moved to authorize Administrator Ort to spend up to $7,980.55 on the repair with the thought that an additional estimate would be sought. Councilman Channell seconded; vote unanimous.
CITY ADMINISTRATOR REPORT:
*Administrator Ort presented his November travel and training schedule to the council.
*Mr. Ort gave an update on the bathroom construction at the park. There is a delay on the doors and windows of 2-3 weeks. Contractor asked about what color we might want the building. Council considered checking with high school to see if it’s a project one of the classes might be interested in painting.
*Mr. Ort gave an update on the discussion relating to the location of Well 12 project. Several ideas have been floated in recent conversations and the geohydrologist and engineer have proposed a new well at the south end of the old city landfill that would be accompanied by aggressive plugging of the current Well 12 and Well 9, which Well 12 replaced.
EXECUTIVE SESSION: Councilman Channell made a motion to recess into executive session to discuss non-elected personnel pursuant to the non-elected personnel exception, (K.S.A. 75-4319 (b)(1), to include the mayor, council, administrator and attorney at 7:47 p.m. The open meeting will resume at 8:17 p.m.
Councilman Chavez made a motion to come out of executive session. Councilman Channell seconded; vote unanimous. No action taken.
Councilman Channell moved to adjourn the meeting. Councilman Thornburg seconded; vote unanimous. Meeting adjourned at 8:19 p.m.
