October 2023 Meeting Minutes

October 11, 2023

The Jetmore City Council met in regular session on October 11th, 2023. Mayor Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters, Charles Leet & Mike Thornburg. Also attending were City Administrator Michael Ort, City Attorney Clayton Kerbs, and City Clerk Casey Dansel. Citizens present were Kirstie Rudzik. HCHS Government Class was also in attendance to observe the meeting.

Councilman Chavez made a motion to approve the consent agenda containing the September 6th, 2023 minutes and Appropriation Ordinance #2023-09. Councilman Fetters seconded the motion; vote unanimous.

CITIZEN COMMENTS:  Kirstie Rudzik addressed the council representing the Hodgeman County Pageant. The Pageant committee would like to have a community Main Street decorating contest during the holidays and a Veterans Day Fun Run/Walk at the city park. Council expressed support for both events.

ECONOMIC DEVELOPMENT REPORT:  Sailor-Anne Seiler presented the following report:

To the Stars- Hg Co has a regional winner but not sure yet who. Bill Goebel’s duplex and Quick Pick convenience store are both completed so the files have been closed on those projects. Lied was in town and put on a performance at the high school. Nextstage winners- discussed which apps made the final vote. KDOT meeting- HG Co projects are in the pipeline.

CITY ATTORNEY REPORT:  City Attorney Clayton Kerbs had nothing new to report.

CITY CLERK REPORT:  City Clerk Casey Dansel had nothing to report.

BUSINESS ITEMS:  There is a vacancy on the Housing Board. Council discussed putting something on the Facebook page to see if any citizen would be interested in filling the vacancy. Discussion was tabled until the next meeting.

Administrator Ort presented Ordinance #682 setting annual license fees for sellers of Cereal Malt Beverages to be consumed on site and drinking establishments to be the same at $100 per year. Councilman Channell made a motion to approve Ordinance #682. Councilman Leet seconded the motion; vote unanimous. Councilman Fetters abstained from the vote.

Mr. Ort presented a bid from Custom Sprinkler for a drip system to water the new trees at the city lake. Councilman Channell made a motion to accept the bid from Custom Sprinkler. Councilman Thornburg seconded the motion; vote unanimous.

Mr. Ort presented the KCAMP Annual Meeting and voting delegates information and asked if anyone on the council would be willing to serve as a voting delegate. Councilman Thornburg made a motion to appoint Councilman Kyler Fetters as voting delegate for KCAMP. Councilman Channell seconded the motion; vote unanimous.

CITY ADMINISTRATOR REPORT: 

* Mr. Ort shared his travel and training schedule as well as the staff birthdays and anniversaries for October with the council.

* Mr. Ort presented the quarterly fund health with the council.

* Mr. Ort updated the council on the Well 12 project. The loan agreement from KDHE was recently received. Rose Mary Saunders was notified and she will be in attendance at the November 1 meeting to present the agreement and the ordinance authorizing signature of the agreement to the governing body.

* Mr. Ort gave an update on the park bathroom project. They will begin the foundation work this week and the project is set to be completed by the end of the year. USDA will still be providing funding for the project.

* Mr. Ort also shared that there was a recent vandalism problem at the current bathrooms. City staff found a layer of sand that had been placed in the bathrooms clogging drains and making a significant mess that staff cleaned up. This was the second such incident in recent weeks, the first involving the stuffing of toilets with debris and human waste. Council and staff discussed the possibility of having security cameras installed. Mr. Ort will look into the cost of cameras. Council also discussed possibly reaching out to the school to see if they could talk to the kids about vandalism and doing what is right to keep our city park nice.

* Mr. Ort gave an update on a recent property insurance inspection. They identified a number of items of concern and offered recommendations for addressing them. In a follow up conversation they indicated that at this time that none of the items were required to be fixed, just recommended. Mr. Ort will follow up on the items and have city crew make necessary changes if possible.

* Mr. Ort thanked the Council for allowing him to attend this year’s ICMA Conference in Austin, TX and presented a report about his experiences there.

After Mr. Ort’s presentation was complete, Mayor Olson asked the government students if they had any things in the city they’d like to see fixed. Caden Jones mentioned that the road behind the high school is getting bad with pot holes and asked if that is something the city takes care of or the school. Mr. Ort reported that in the past the city has assisted the school with that and could do that again.

GOVERNING BODY COMMENTS: 

Councilman Thornburg brought to the council’s attention that someone approached him about the door on the west side of the King Center needing repair. Mr. Ort will look into getting the parts need to repair it.

Councilman Channell reported he presented R.J. Schroeder with the purchase agreement for the area for well #12. R.J. will review it and get back with Councilman Channell next week.

Councilman Fetters discussed challenges the clinic and hospital staff has experienced transferring patients between facilities. It has been asked if there was a possibility of creating a concrete path between the two buildings. Councilman Thornburg moved to adjourn the meeting. Councilman Fetters seconded; vote unanimous. Meeting adjourned at 8:58 p.m.

October 19, 2023

The Jetmore City Council met in special session on October 19th, 2023. Mayor Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters, Charles Leet & Mike Thornburg.

Mayor Olson and Councilman Channel updated the council on the status of the location of the new Well 12. The issue was discussed but no action was taken. Councilman Thornburg made a motion to adjourn. Councilman Chavez seconded the motion; vote unanimous. Meeting adjourned at 7:21 p.m.

October 26, 2023

The Jetmore City Council met in special session on October 26th, 2023. Mayor Olson called the meeting to order and led the group in the Pledge of Allegiance. Roll call was answered by Councilmen Jeff Channell, Connie Chavez, Kyler Fetters, Charles Leet & Mike Thornburg. Also attending was City Administrator Michael Ort.

Councilman Fetters made a motion to enter into executive session for 1 hour to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1) with the council, Mayor, and administrator in attendance. The open meeting will resume in the city council chambers at 5:02 p.m. Councilman Thornburg seconded the motion; vote unanimous.

Councilman Channell made a motion to come out of executive session. Councilman Fetters seconded the motion; vote unanimous.

Councilman Channell made a motion to re-enter executive session for an additional 10 minutes to discuss non-elected personnel pursuant to the non-elected personnel exception, K.S.A. 75-4319(b)(1) with the council, Mayor, and administrator in attendance. The open meeting will resume in the city council chambers at 5:12 p.m. Councilman Fetters seconded the motion; vote unanimous.

Councilman Channell made a motion to come out of executive session. Councilman Thornburg seconded the motion; vote unanimous. No action was taken. Councilman Channell made a motion to adjourn. Councilman Thornburg seconded the motion; vote unanimous. Meeting adjourned at 5:13 p.m.
